It must be nice to wake up to an extra $285 million. Not that we'd know, but now Larry Silverstein does. Governor Paterson signed an executive order Friday giving Silverstein $285M in unspent tax-exempt bonds for the World Trade Center's Tower 3. The bonds, which the state received from the federal government for city and county projects, were in danger of expiring unused because some local governments couldn't find anything to spend the money on.

Neither is.

Silverstein is using his remaining insurance money and some of his Build America Bonds to finance the basement levels of 2 and 3WTC and 3's podium. Once he secures a 400,000+ square foot lease, the PA, NY state, and NYC each will give him $200 million to help pay for the construction costs. I think Silverstein will still need a sizable construction loan to cover the rest of the construction (~$2 billion total cost). But if he has a large anchor tenant, that shouldn't be tough.

The rest of 2WTC will have to be privately financed.

Possibly my favorite skyscraper going up at ground zero. It's a toss up between this and 1WTC.

Boxes aren't always bad... Personally I think they are extremely important to cities. When they're designed well they can be of great value to the city life, the skyline and the urban feeling of the downtown area.

It just looks too industrial for my liking. In my opinion 2WTC it by far the best looking. 1WTC is OK looking but could certainly be a lot better looking it will be the signature of New York and the United States!

I can honestly say I think 1, 2 and 3 WTC all look great and are about equal to each other in terms of looks

Are there any recent construction updates for 3WTC? Did the blizzard affect construction much?

2 & 3WTC are still on schedule to reach street level in December 2011.
