Exactly.

One WTC didn't get podium cladding until later because they were disputing base revisions and what to clad it with.

3 World Trade Gets Crucial Financing To Rise With Confidence

The once-stalled 3 World Trade Center is making great strides in a short amount of time. The planned 80-story tower got a major boost late last year when Silverstein Properties signed media investment managers GroupM to be the anchor tenant.

The deal opened up $1.3 billion in financing, but today the building received another round of crucial financing that finally closes the gap between reality and the building's lofty construction budget. Senator Chuck Schumer is announcing that he was able to secure $340 million in federal bonds—via something called the Recovery Zone Bond program. According to a release from the Downtown Alliance, special permission (called a "guidance") from the IRS is required to make sure the bonds could still be used this far past the legislation's passage. Per the release: "Without the guidance, these bonds would not be accessible, leaving a $340M gap in the financing and threatening to delay, or worse, stop the project completely." Schumer apparently made a personal call to treasury head Jack Lew in order to get the monies, and the guidance is getting issued today.

Currently 3WTC, designed by Richard Rogers, stands as a seven-story podium. Last we checked, its estimated completion date was 2017, but the official timeline says 2016. Now, perhaps, we'll see it start to rise at a faster clip.

On the EarthCam, you can currently see two huge blue cranes, one at the Transportation Hub and one what seems to be next to 3WTC. Am I just being silly or has that second crane not been there before?

so planned 2016 completion? That gives what around 2 years to rise and top out, then another 6 months to a year to fit out!
I wonder how soon it will start rising then?

They are both in the Hub. The one further East is not always visible on the cam, depends which way it's facing. I wish Earthcam would bring back the Hub view

It will seem strange at first to finally see this building rise up towards it's neighbors after being in it's current height for so long. I look forward to seeing great progress made this year!

Does the way the building sits upon it's base have to do with FAR or is it simply a design decision? (what is the zoning for the WTC site)?

From memorial Earthcam you can see they've started laying concrete for the road at the front of 3WTC! It's so satisfying to see the brown mud slowly disappear, since that's what gives away that this is a construction site.

Wow, didn't expect that to happen so soon! So Greenwich Street in front of 3WTC will open earlier than 3WTC itself?

I don't think the street will be open when they resume construction, would be too dangerous even if the loading zone is at the eastern side of 3 WTC.

But the memorial museum will open this spring, so they start finishing the edges of the memorial, I suppose.
