im surprised they would use a crawler crane to erect a tower crane instead of a large hydraulic...

i believe the current scheme shows 4 cranes for this tower.

3 steel cranes, one electric concrete crane

They are using that crane for something that has to do with 3 WTC.

Not necessarily. When they started erecting the scaffolding it was noted that they needed it either to start construction again or to cap off the stub. Until we see a crane reinstalled we can't be sure.

Taking off the stub is some ridiculous speculation. They can cap it and it would be fine for years. You can be sure that's not what is happening here.

It has already been disclosed that vertical construction will resume.

If Otie says they're bringing a crane, then I believe him. But I do feel like I'm missing part of the story here. How exactly did they plug the budget hole?

Good news indeed about the crane! The PA released the insurance funds awarded to Silverstein that was being held for the purpose of cost overruns on the project.

The part of the construction phase that usually sees costs overruns is the podium and Silverstein completed that within budget, therefore the PA agreed to release the funds in the new deal.

The funds released is meant to get things going vertical again until Silverstein secures the private financing which probably had been worked on when Silverstein first smelled trouble from the PA earlier this year.

This puppy is definitely going vertical.

^ I would imagine not very far but enough to give enough time to secure the rest for continuous verticality. The good news is Silverstein was happy about the deal and was fairly confident for securing the private financing along with the PA.

With the money released imo, means securing less privately as a requirement to eventually trigger the release of those liberty bonds that would take care of the rest.
