Silverstein is paying for the below grade structure with the last of his insurance money. I recall reading in the news he had close to a billion dollars remaining from the insurance settlement money he and the PA split. I think 4WTC is being paid with $600 million cash, plus $1.2 billion in bonds. The rest then goes to 2 and 3WTC.

Is Greenwich Street going to run through the site again? I looks like there's room for vehicular traffic (or a pedestrian thruway) along the Greenwich Street access that was severed when the old WTC was built. Is this link going to be restored?

I know streets will cross the whole WTC site again but wonder if they will be as accessible as any other New York St ? If barriers and guards have high presence maybe plazas would have been more appropriate ?.......I would like to think the roads could work but it's still an issue unfortunately.

I think that will probably be the case, but the old site had a bit of fortress feeling to it...it was connected to the surrounding street grid, etc. but not really part of the historic fabric of the area. It was wonderful nevertheless and entering the site from Vesey or Fulton was always an incredible experience.

Still, I think the way the new building are placed it might be interesting to have Greenwich restored and the site become part of the organic structure of the surrounding network of streets.

My argument would be such control and other security routines are needed. Homeland security is a top priority regarding what happened in this area in the past.

It doesn't look much. a billion dollars only seems big, but in these kind of expenses we see in WTC today this is maybe 1/7 of what is needed. Anyways maybe there is some plan that we don't know yet, otherwise I don't get what steel and for what is being ordered.

Honestly, imo this tower and building number 2 are the least two buildings in NYC that will go on hold or even worse never built.

No, the Port Authority is paying for the subgrade space. Silverstein only pays for what rises above ground level. The insurance money will be exhausted by 4WTC, there is none left over for constructing 2 & 3, though some of the insurance money was spent designing the two buildings.

That's pretty generous of the PA. Considering all their delays in getting that side of the bathtub ready, Silverstein deserves it.

Risking being slightly off-topic, why is that the transit Calatrava terminal cost has skyrocket so much that is now going to cost most than any WTC tower but WTC1? Is there any particular interference with construction of WTC1 (and neighboring towers) that makes a mere rail station more expensive than a mid-size airport, compete with runways and terminals?

One Name is enough to answer ur question: Calatrave. His ambitious designs are always costly, and therefore hes being hated by many city developers, councils and locals.
