That is not a reason. #2 storm is too far away to project where its going to go, who much snow/rain they will get.

They are covering because they pouring walls. It is cold outside so to retain heat, they covering it.

Why is the steel always rusty and will they replace the steel where the crane use to be that has been exposed to the weather and elements

Raw steel rusts when you simply touch it, it will always get a layer of rust on top.

The exposed steel there already erected should be fine; remember on 1WTC there was quite a bit of early structural steel that sat exposed for 2 years or so without a problem.

Those lights they have on the concrete scaffolding will be a interesting light feature 60-70 floors above Lower Manhattan.

I'm glad I made it out of the city before the snowstorm. Even as a stump 3WTC is huge. It did not disappoint.

Correct me if I'm wrong, but I remember reading or seeing somewhere that rusty steel has a much larger surface area, resulting in a better bond with the concrete that's poured around it.

could very well be true. Also, steel that's going to be embedded in concrete very often has those pegs sticking out on it as well.

there's a big storm coming through Monday into Tuesday. Expect no progress for at least a few days.
