It is indeed a crane with a telescopic arm for some purpose.

Some more details about it. Owned by Techcrane, which is a company usually selected for marine services.

This particular crane is part of the T series, standing for Telescopic Boom Cranes.

Not entirely sure, but this looks to be a T25 with a max load capacity of 12.5 tons.

Also, I see that with the first couple of east-side columns set, the closer one is 2 stories tall and the far one(s) are single-story. Is this due to the fact that the crane can't carry as heavy a load far away as close in? That's my theory.

Precisely. The same is done with the Favco. Cranes have what's called a radius and the center of that radius is located on the deck of the crane and that extends out to the load (hook of boom). For any crane, the further the radius is, the less it can handle.

The roofline taller is a welcome sign, but I do think the spires (if lit right) could have given the complex another visual point on the skyline. With the 2 redesign and the loss of the spires, it is basically a collection of boxes. I would love to see 2 WTC or 3 WTC do a surprise outside observation deck like the south tower had. That was really awesome! They could reimagine part of the 1 WTC deck in more of a widows of the world space. I have been to the new "one world" and I have to say the views were amazing, but the food and drink areas were expensive and not all that accessible for someone who didn't pay the VIP nonsense. I think an observation deck at 2 or 3 would be awesome!

They are not waisting any time on east site... installing steel even on holiday (while the rest of construction site is resting)

Well honestly I think enough time has been wasted. Glad to see that now they are playing catch up getting the east side up to speed with the other three sides of the Tower.

Could someone tell me what they're gonna use that HUGE terrace on top of the podium for?
Commercial destination like a roof bar/restaurant maybe?..would be awesome!

Thanks!...they are spoiled!! .... I think it's a lost opportunity to involve the average Jo into the rebirth of the center and to compete really with Rockefeller center...or the upcoming Hudson Yard.
