Because the core crane (Potain) was done with the concrete work, and it is easier to work the steel erection with a crane that is way above the levels that are erected. With the Potain there is no need to jump the crane every 2 weeks or so (so no down time) and there is no need for a leave-out opening (where the Wolff was) that has to be erected later.

Will the facade/parapet top be higher than the top of the core, which appears to be topped out now, or even with the top of the core, similar to 4WTC?

Approximately 8' above the top of the core at level 70 (roof bulkhead) and 33' above the main roof at level 69.

Very nice photos, I worked across the street last summer from where tower 3 is being built, I was a little saddened to see it got shortened 200ft and also seeing the spires being removed but I'm glad it's almost done.

The last picture is a nice showcase of how the skyline is changing so quickly with so much postmodern architecture in such short period, the original icons are getting more and more hidden between all these newer postmodern towers, I am not against new styles, but when I see the last picture I think that a lot of the newer projects could have been done a little better, I am not sure if I can even call them newer, or modern because they certainly don't go into futurist direction, however it's easy to spot one Neo Gothic and one Art Deco building and compare them with some of the newer towers in lower Manhattan that tend to go towards that direction. I would much rather see modern buildings in futuristic elegant designs rather than some of the newer projects that we can see in that last picture.
It's still a beautiful picture and ofcourse I still love New York no matter the architectural trends.

I don't understand all the hate with Oasis. He or she does not post random pictures, but pictures of the building of each thread. Some are pretty good, some not so much, but are different pictures where the building is showcased. I mean, if those pictures don't interest, and even botter you, that's ok, you have the right to put him in the ignore list, but you don't have to point it out as if he or she is doing something bad.
