I just got the book "One World Trade Center" by Judith Dupré. The book, which was published in April 2016 lists the height of 3 WTC as 1,170 feet or 356.6 meters (in the design without the spires).The WTC website still says 1,079 feet. Which one is correct? The book includes the new 2 wtc design meaning it is very recent.

Technically the book is correct. 3 WTC is 1,170' to the parapet. It's 1,079 to the top of the core. Why Silverstien doesn't use the parapet height is beyond me.

When will the cladding go beneath the cross bracing?
Also it looks like just two more floors until steel tops off

Back a few years ago when the future of 3WTC seemed shaky, Westfield made it crystal clear that they would not touch the retail space of 3WTC until the tower's structure was complete, which served as yet another disincentive to leave the building as a stump. The reason is likely that Westfield, understandably, didn't want to surround its shoppers with construction mess once the decision was finally made to construct the tower portion atop the would-be retail stump.

So to answer your question: when the tower opens, so too may the retail.

I agree that the water tanks are very authentic. But to call them beautiful is a stretch in my opinion

Beauty is subjective. They make New York authentically beautiful, they add some recognizable charm to the city in my opinion.

The floors will be topped out by then, but then they have to put in the steel frames for the 4 fins

We only speak for the cladding behind the bracing, right? Hopefully the rest of the cladding will progress nicely.
