Maybe they don't want to risk another 9/11 and will only build the core of the building as decoy so no casualties are made?

Well, I personaly would love to have an office in a supertall. Though I'm a skyscraper fanatic like everybody else on this forum so I can't speak about what the common people want

LOWER MANHATTAN — A construction worker fell about 20 feet from a scaffold at the World Trade Center site Monday, the FDNY said.

The worker, who was not identified, was working on Silverstein Properties' Tower 3 when he fell at about 2:15 p.m., according to the FDNY and sources.
The worker was taken to Bellevue, fire officials said. His condition was not immediately known.

A worker at the site who asked not to be identified said the victim was a member of a cement and concrete workers union.

"I saw him going up," said another worker, who claimed the victim slipped on a wood plank before falling. "He was laughing with the EMT, so I don't think he's hurt too bad."

The massive construction project has seen other accidents.

A worker at One World Trade Center was hospitalized in July when a piece of metal at the site fell onto his leg. Fire officials had said he was taken to Bellevue with minor injuries.

Another construction worker at One World Trade Center was injured in May when he was hit in the chest with equipment at the World Trade Center site Saturday afternoon, officials said. He was rushed to Bellevue Hospital in unknown condition.

Also, in May, a 14-year-old walking down Liberty Street was struck by a 4-foot steel rod plumming from the 13th floor of 4 World Trade Center. He didn't suffer any broken bones or permanent injuries, officials said.

Um...no. Building a "decoy" is neither feasible or sensible. These buildings are built to make a profit, which is to say that this isn't red china where phony construction projects are commissioned by the government in an attempt to dupe their citizens as well as the rest of the world.

I disagree with you. I think Isdmd speaks the truth. China's skyscrapers are in the same league as Dubai's. Trophies of wealth without demand

It may be just a showcase of wealth, but a showcase of wealth can go a long way. Skyscrapers are not meant to fall, that means that in the future, they will pay themselves off and will eventually bring more and more money. Even if it is a showcase of wealth-which a great majority of skyscrapers are, "ehhem" (Willis Tower) it's still a wise investment on their part.

China is expecting more than 300 million people will move from rural areas to the city in the next years creating cities with more than 50 million people in it. If there is a place where skyscrapers are needed, it's China.
