Pardon my mistrust but I believe we're misunderstaing the facts: DCM is indeed in charge to prepare all the materials needed to erect the full tower (through sub-contractors), they are just waiting for the client (Silverstein) to give them the green light.

Owen Steel has role in new tower at Trade Center site

I hope so too, but what a horribly written article! "Construction is beginning soon on Tower 3" Um, the first 9 levels are almost up, so construction started long ago. "lifted the final steel beam of 4 World Trade Center into place" Um, it isn't the final beam but the first on the top level. "the first such milestone since the 16-acre site was decimated" Um, 7 WTC topped out long ago, and was part of the 'decimated' area.

I'm glad I wasn't the only one utterly dumbfounded by the "journalism" attempted in that article. Oh well. 3WTC is on its way! WOO!

Yes, bad journalism although playing Devil's Advocate for just a moment, 7WTC technically is NOT part of the original 16-acre site. Remember that building was added later in a parcel across the street.

From sources above yes... but I'm still kind of skeptical about this. I'll wait for official announcement/word before believing this.

just to clarify, that part is correct. By 'decimated area' they mean the original WTC site. 7 WTC was always just north of the site. Here's the map of the old complex



and of course the new 7 WTC is in the same location

I agree. Anyway, the topping out of WTC4 is not the 1st milestone as WTC7 was competed much earlier.

The very first milestone for me was the ceremony when they declared ground zero as cleaned in may 2002.

But that was the last milestone of the first WTC, 7 WTC was the first milestone of the second WTC.

I agree. Without financing the tower will not be built. Whoever finances the full tower would have to announce their intentions (unless it is a private equity firm). Silverstein has been very coy about how much of tower 3 would be built and when. I would not expect an announcement before the steel makes it to the 7th floor.

Silverstein said a couple of times that they will decide till May 2012 whether they are going ahead or stopping. That's the old plan. No mater if they find tenants or not. I guess they had some kind of B plan to build it anyway if they don't find tenants till May. But they kept talking they will stop so they can make some kind of pressure on tenants and get them there as soon as possible. May came and passed and we received word about going ahead. So looks like they decided.

I bet they have money to build this, they always did, and everything about stopping because of lack of interest was just a public story to force someone to take the space from sympathy.
