According to the company:

“Work is continuing at the 3 WTC site. The concrete core has reached the 8th floor but perimeter steel erection is continuing. The steel perimeter will reach the seventh floor in the fall. After that, there will be another year’s worth of work on the interior. If during this period, Silvertein Properties is able to secure a pre-lease for 400,000 square feet, then construction will continue uninterrupted to the top.”

In other words, Silverstein has till Fall 2013 to find a tenant and work will continue un-interrupted.
But this will be just interior work, so the construction of the structure of the tower ends earlier than that if they decide not to continue it past the podium

A LTM 1500 has been set up east of the side!

Maybe they erect another tower crane on this side? Or will they use it to put up the steel there? I personally don't think it can manage the heaviest columns..

i dont think that thing is there to erect steel.

probably there for one or a few big picks then wrap it up. That thing is like 9000/day, NIC trucking.

I was expecting them to bring in a full sized tower crane. Doesn't appear it's necessary. Anyway, good to see more steel going around this tower. The base is much "fatter" than what I was expecting.

From looking at the Earthcam webcam, it appears that the concrete form for the core is being removed, or am I mistaken?

What does this mean? Does it mean only that the concrete there has cured or does it mean that they don't plan on continuing the building? I'm no engineer so I'm puzzled but I'd like to know what that means

It means they're not planning to raise the core any further for the time being. There's still steel work, floor decking, fireproofing, and glass to install for now.

But it isn't going any higher.

Thanks for the info So it looks like the mystery whether it will continue directly or not has been solved. But one day Larry will find a tenant and then it will continue

No, the plan right now is to build out the podium, but there is still over a year to determine if it will continue in height, which is why the projected completion is 2015. It will only take about 2 years to complete it from the podium up.

We know, Kanto has an optimistic view.
Construction will continue when a tenant has been found?

Well yes, vertically. Construction on the podium will continue into late next year in which then a final decision will be made to continue going up depending if a tenant is found. F.Y.I. there has been some interest in T3 so keep an eye out, you just never know
