There's a possibility that Larry Silverstein put this building on hold instead of tower 3 in order to prevent design changes, since it's his favourite tower.

Tower 3 was chosen to get the podium and subsidy deal over 2WTC because T3 is cheaper (by about a quarter of a billion dollars) to build. It was a financial decision. Nothing more.

Credit Suisse On The Hunt For 3 Million Sq Ft

Update!

Two World Trade Center July 2012 Construction Update

It looks like there has been minor progress on the base, with some forms going up around the steel... but nothing else.

The present leasing environment where the major banks and financial houses are trimming staffs and operations as well as renegotiating leases in their existing buildings, is not conducive to seeing 2WTC go up any time soon. The focus is all on 3WTC which Silverstein is furiously trying to lease. Hopefully that tower can rise soon.

Much of the money for the redevelopment and cleanup of the WTC has come from the US government. It's probably close to 80+% funded by them.
