The relatively large building between 1 and 2? That's WTC 7, which is already completed. If you meant 2 and 3, then as others said it is the transportation hub.

WTC 5 may fill up a tiny part of that gap whenever it is finished, but part of it will be blocked by 2 WTC as well. Plus we don't know what 5's final design is. Regardless, I think it looks great as it is. Fill them up with tenants and imagine the lights at night.

I too think that the tower should have been a little taller...
But I'm also satisfied with the current height!
But I don't get it - I thought that Tower 3 is more important at the moment than Tower 2 - but the construction of Tower 3 is much slower than Tower 2's! Why?

2WTC was started about one month before 3WTC. That's all. There is probably a very good reason for it starting earlier than 3 (logistical, mechanical needs for transit hub, etc).
