I'm curious how far they will build this until they have tenants. They said up to street level, but it looks like the steel columns are already above street level..

It was said in another forum that they will be building the retail stumps of 2 and 3. This comes from a marketing manager for Silverstein.

No, that means that without tenants they'll build only the retail space and when they get tenants they'll build the rest of the building

While I understand the idea, it will be interesting to find out what the building will look like temporary as just retail stumps. And I imagine it will just have a temporary roof.

And when it comes time to resume construction of the towers, won't they have to close the retail spaces? It seems it would be too dangerous and logistically challenging to build towers above active shops, restaurants, etc.

For at least a part of the construction they will have to. It would be too dangerous for folks to go into those shops if workers above them are working with heavy steel and concrete. Imagine what speed a piece of rebar falling down from 300 meters might have

So having the retail stumps could delay the resumption of construction of the towers, because the leases for the retail tenants would have to expire first?

They will be fine. I have seen similar project (Lincoln Square in Bellevue, WA) they built one tower with three stories shopping mall and construction stopped due to foreclosure back in 2005 I believe. The construction resumes again once it got sold by other developer and able to finish it. A couple years later, they also built a second tower which is right above the shopping mall. It wasn't an issue at all. I am sure it shouldn't be an issue for WTC retail center too.

I can imagine that the retail tenants leaving when construction of the tower will resume is inside the contract they'll sign with Larry
