From the official constructor announcment. "In early 2008, Solétanche Bachy constructed three test barrettes and then, from April to June 2008, installed a 130 m diameter diaphragm wall including the capping beam. Last August, we commenced the construction of 392 barrettes to form the foundations of the Tall Tower. Additionally, Solétanche Bachy will be responsible for the construction of the pumping system, earthworks, a draining foundation raft and a concrete blinding layer. Foundation works are due to be completed by January 2010." This is U/C. |

Depends on if we want to be technically correct. Given that it probably won't go above ground for another 2-3 years, it has mental advantages to not tag it U/C yet. Personally, i'd prefer it to stay Prep for as long as possible, to ease the great, dreadful suffering of waiting.

 Nope that's not how we do things. If a project that was under construction goes on hold then it stays in the construction section. If it was just prep and goes on hold then (or else if the project is on hold without starting) then it stays in the proposals section. Surely a project that is 70 floors up (like al attar tower) is not a proposal?
