Vilnius looks miserable in this respect. Especially places outside city center.

Anyway, my apologies for the offtopic. I won't continue on this here.
Your shown view is quite typical, especially outside the Centre in so called "sleeping districts", inside the quarter. Many rare (European and Siberian Larches, Siberian Firs, Colorado Blue Spruces ) and regular trees, bushes are planted there. Districts like Antakalnis, ˇvėrynas, U˛upis too look rather like forest or resort by the sea, not like a city district. Also, many people create little gardens on their own initiative. It is a rule not only in quarters of cottages, but also almost near every block of flats. They plant lots of flowers, decorative bushes and trees there. People in Vilnius don't mind waiting for the municipality to plant and look after the trees and flowers or registrate all the city trees like in Malmö, they do it themselves.
So we could say, that our municipality don't care about green spaces, but despite this, Vilnius green spaces look just excellent even for Chinese.

Especially in ˇirmūnai, Lazdynai.

None, fill all the empty parking lots in the inner city, kill some railyards, build some quarter style area in Grorud, etc, maybe some highrise residentials ( need not mean commies) here and there, and you should most likely solve this...
