The proposal for the development of the ‘Kannur International Airport’ received ‘in principle’ clearance from the Ministry of Civil Aviation in February 2008. Government of Kerala is now in the process of floating a company for the development of the airport.

The techno economic feasibility project envisages to be approximately Rs.1000 crores for the airport. When completed, Kannur airport would be the fourth international airport in the State after Thiruvananthapuram, Kochi and Kozhikode.

Rail
Rail linking Thalassery with Mysore will facilitate multi-modal access to the airport. The state government is pursuing discussions with the Central Ministry of Railways on a proposal for 'Kannur International Airport Railway Station'.

Power
An increase in power supply in the area adjoining the airport has been taken up to cater to the power requirements of the airport.

Water
Necessary steps have been taken by the concerned authorities to meet the demand of water requirements of the airport.

Tourism/Hotels
The tourism industry, especially health, pilgrimage and beach tourism, would be developed to attract more national and international tourists. The airport will be established quite close to Wayanad and Coorg which are suitable locations for adventure and wild life tourism. Even before the commencement of the construction of the airport several hotel chains have come up to explore the tourism potential of the region.

Pilgrimage Tourism
This is a branch of tourism which can be promoted in this area due to the presence of a large number of internationally famous shrines belonging to different religions.

Industries
Traditional industries like textile, handloom and modern sectors like IT will get a boost with the establishment of the airport. Similarly the airport will grow due to rapid industrialization from the flow of increased passengers. It is a win-win situation.

3. Land

District Level Purchase Committee re-negotiated the price of land with land owners for third phase acquisition and submitted proposal to the State Level Empowered Committee. The State Level Empowered Committee conveyed its approval for the land price as above in October 2012, for acquiring 642 acres of land.
District authorities have taken action for acquiring the land.

4. KANNUR INTERNATIONAL AIRPORT LTD

"Kannur International Airport Limited" has been registered under the Companies Act 1956. 26% of its equity will be with the Government, 23% with Public Sector Undertakings, 2% with other institutions promoted by the Government and remaining 49% with private individuals and institutions. Government have reconstituted the Board of Directors of Kannur International Airport with the Hon'ble Chief Minister, Kerala as Chairman and Shri.V.Thulasidas IAS (Retd.) as Managing Director and the following Ministers and officials as Directors:

· Shri.K.Babu, Hon'ble Minister –Excise, Ports & Airports
· Shri.K.M.Mani, Hon'ble Minister- Finance Law & Housing
· Shri.P.K.Kunhalikutty, Hon'ble Minister- Industries & IT
· Shri.K.C.Joseph, Hon'ble Minister- Rural Development, Planning & Culture
· Shri.K.P.Mohanan, Hon'ble Minister- Agriculture & Animal Husbandry
· Shri.V.P.Joy IAS, Principal Secretary (Finance)
· Shri.Tom Jose IAS, Principal Secretary (Transport, Airports)
· Shri.S.Ramnath, Managing Director, KINFRA

5. Consultancy

CIAL was appointed as Consultant in December 2011.
CIAL submitted draft DPR, Master Plan and Design and Estimate for Runway in April 2012.
Required rectifications have been carried out by CIAL and a revised DPR and Master Plan submitted in October 2012, Further changes required in the report will be carried out by CIAL by mid January 2013.
AECOM Asia was appointed as integrated project consultant in November 2012.
AECOM has agreed to submit the revised Master Plan and EPC tender document for Phase I work by mid January 2013 so that construction work can commence in March 2013.

6. Environmental Clearance.

The Terms of Reference for Environmental Impact Assessment were approved by the MoEF, Government of India in February 2012.
Environmental Impact Assessment was completed and report submitted to State Pollution Control Board in November 2012.
Public hearing for environmental clearance was held successfully at Mattannur on 18 December 2012.
Environmental Impact Assessment and report on public hearing have been submitted to MoEF for final environmental clearance.
Environmental clearance from MoEF is expected by mid February 2013.


7. Shares

Shares worth Rs. 8 crores were allotted to the State Government in August 2011.
Shares worth Rs. 122 crores were allotted to the State Government in August 2012.
Public sector component of shares in KIAL has been fully subscribed with BPCL agreeing to invest Rs. 170 crores. On receipt of the first instalment of Rs. 40 crores as application money, shares for entire Rs. 170 crores have been allotted to BPCL in October 2012. Other PSU share holders are The Kerala Minerals and Metals Ltd (KMML), State Beverages (Manufacturing and Marketing) Corporation Ltd (KSBC), Kerala State Industrial Enterprises Ltd (KSIE) and KTDC Hotels and Resorts Ltd (KTDC).
Issue of shares in private sector, which were held up due to court cases, etc. commenced in May 2012, and is going on.

8. Construction

Prequalification tender for earth work in operational area elicited very good response. 26 companies participated in the tender. As only one firm qualified as per eligibility criteria, the Evaluation Committee recommended re-tendering the work, combining earth work, pavement and all other works in operational area. Board of Directors of KIAL has approved this recommendation.
Revised tender for earthwork, runway & other airfield pavement etc. will be issued in January 2013 in consultation with the integrated project consultant.

9. Project Manpower and Office

Required technical manpower for KIAL has been recruited.
New project office was inaugurated by the Hon’ble Chief Minister in Mattannur on 6 December 2012.

Kerala speeding towards building new Kannur airport

All arrangements are being put in place to hold a pre-bid conference to identify the partner to build the fourth international airport in the state at Kannur. Switching on the website www.kannurairport.org here Tuesday, State Tourism and Home Minister Kodiyeri Balakrishnan said that the land acquisition for the airport is going on smoothly and would be completed by Jan 30 next year.

“Right now various consultants for finalizing the technical, financial and legal bids have been advertised for and after finalizing the bidding terms and conditions, we will hold a pre-bid conference to identify the partner who will build the airport,” Balakrishnan told reporters here.

The new airport that has been on the cards for the past one decade was finally given the final nod by the central government early this year.

“The airport will be build on the model of private-public partnership with the state government holding 26 per cent stake and the rest with the partner which could be one company or a consortium of companies,” said Balakrishnan.

Former Civil Aviation secretary V. Thulasidas, who has been appointed the special officer for the Kannur Airport said the present model is different from the country’s first airport built with private-public partnership at Kochi in the late nineties.

“Even though the Kochi airport is a successful model where a lot of individual non-resident Keralite’s hold stakes, the present model that has been approved by the central government is the one that was used to build the new Bangalore and Hyderabad airports. So we decided to follow that,” said Thulasidas.

But Balakrishnan added that the website that is now open is one where anyone can put forward their ideas.

“We want people to interact with us and give us suggestions through the website so that we can consider all suggestions,” added Balakrishnan.

The proposed airport is to come up on a 2,000 acre plot of land of which nearly 1,200 acres has been acquired and for the rest discussions are going on with the land owners who will be evicted.

The other international airports in the state include the Kozhikode and the one here.

Kerala has a record two million non-resident Keralites working mostly in the middle-East and the Kannur airport would be a blessing for a large number of people in the northern most districts of the state.

SLPC to finalise land value fixed by the DLPC

KANNUR: Negotiations by the District Level Purchase Committee (DLPC) with title-holders to fix the value of land to be acquired for the proposed Kannur airport has been under way.

The DLPC has already completed negotiation for total 895 acres of land from 694 titleholders in the two sittings. More negotiations would be completed in the sitting being held at the Collectorate Conference Hall here late Wednesday.

The DLPC chaired by District Collector Ishita Roy has been holding its sitting since November 7.

The value of land ranged from Rs.16,000 a cent to Rs.19,000 and Rs. 22,000. Officials said all the titleholders whose

land value had already been fixed had signed the authorisation letters. Landholders from 1, 2, 3 and 28 blocks attended the negotiations on Wednesday.

As per the schedule, the acquisition of 1,092.88 acres of land would be completed in January and the procedures for taking possession of the land through negotiations would be completed in November.

After completing the negotiations at the DLPC, the State-Level Purchase Committee (SLPC) would meet at the end of this month to finalise the land value fixed by the DLPC. The DLPC should conclude negotiation for 1,092 acres of land to be taken possession from 1,137 titleholders.

The airport project has gathered momentum with the Kerala Industrial Infrastructure Development Corporation (Kinfra), the nodal agency for the State government, inviting expression of interest from consultants for developing the proposed greenfield airport here.

The area where the airport is being developed is located 20 km from here. The airport is proposed to have a main runway and a taxi track and is expected to have an initial annual traffic of more than one crore international passengers and over three lakh domestic passengers. The airport is also projected to handle 16,000 tonne international cargo initially.

As many as 136 families being displaced will be rehabilitated. The rehabilitation package included assignment of 10 cents of land to each family in areas close to the places they are being evicted from.

KANNUR: An action plan is ready for assigning land for rehabilitation of families being displaced from lands notified for acquisition for the Kannur airport project as the District Collector-led District Level Purchase Committee (DLPC) for negotiating land value has completed negotiation for 986 acres to be taken over from 851 title holders.

District Collector Ishita Roy said here on Thursday that the land for rehabilitating the displaced families had been identified close to the areas that are being being acquired for the project.

A blueprint for assigning a 10-cent plot each with road facilities among the families had already been prepared. The areas where the families were set to be rehabilitated were 50 to 200 metres away from their lands being acquired for the airport project, she added.

Ms. Roy said the DLPC had completed fixing of land value for 986 acres in four sittings held here since November 7. She said that title holders whole-heartedly participated in the sittings and majority of those who had completed the negotiations transferred letters of consent for handing over the land.

The title holders were generally content because they were getting higher value for their landholdings at the DLPC sittings than the normal land acquisition procedure could have offered them. The DLPC’s efforts to fix the land value in the first phase acquisition of 1,092 acres through negotiations would conclude when the negotiation was completed in respect of the remaining 106 acres, she said.

The process of taking possession of the land would be initiated following the approval of the DLPC’s land valuation by the State Level Purchase Committee.

The title holders would be given cheques for compensation amount when the land transfer was registered, the Collector added.

Latest Kerala airport project to be expedited
Thiruvananthapuram, Jan 20 (IANS) The Kannur international airport project in north Kerala will be expedited, the state government said Tuesday.

“We have decided to acquire 441 hectares of land under the fast-track scheme to speed up the Kannur airport project,” Chief Minister V.S. Achuthanandan told reporters here.

The proposed airport is to come up on a 2,000-acre or 1,250-hectare plot, of which nearly 1,200 acres or 750 hectares have been acquired. One hectare equals about 1.6 acre.

Kerala already has international airports at Kozhikode, Thiruvananthapuram and Kochi.

The new airport that has been on the cards for the past one decade was cleared by the central government last year.

Former civil aviation secretary V. Thulasidas has been appointed the special officer for the Kannur airport. A pre-bid conference to identify the partner to build the airport will be held shortly.

The airport will be built on the private-public partnership model with the state government holding a 26 percent stake and the rest coming from the partner, which could be one company or a consortium.

About two million Malayalees work abroad, mostly in the Middle East.

route 2 you have shown may be like this. Thaliparamba->Sreekandapuram->Irikkur->Mattannur. Thalipparamba-sreekandapuram road is already a state highway linking Taliparamba and Virajpetta in Karnataka which is a good road. So they need to develope the stretch between Sreekandapuram to Mattannur

Upto Irikkur its Taliparamba-Iritty state highway. But thats not four lane right? So they need to develop the full stretch. There is an alternative shorter route which is Taliparamba->Parassinikadavu->Mayyil->Chalode->Mattannur.

Kannur-Chalode and Thalassery-Kuthuparamba stretches are thickly populated. But rest of the roads goes through sparsely populated places. Land acquistion wont be a big problem there.

Let the land acqusition complete and project really kick off. Then we can start a better thread in indian aviation and airports forum. We can post more local news like this here.
