Developers squeeze out tiny flats as home prices soar

For the past three years, Lily Kuang has preferred hanging out at cafes with friends, spending time at the library or even working longer in the office to returning home to her tiny flat too early.

The 35-year-old from Chongqing has been living in a studio flat of about 200 sq ft in Wan Chai after the multinational company she works for sent her from Beijing to Hong Kong, the world's costliest city to buy property.

"I used to live alone in an 80 sq metre (860 sq ft) unit in Beijing," Kuang said. "I was shocked when my budget was only enough to rent such a tiny flat when I moved to Hong Kong. I was even more shocked to see a family of four live in a flat the same size as mine next door!

"I really sympathise with Hong Kong people over their rapidly shrinking living space."

Kuang's flat may be small but it does not come cheap. Every month, she pays HK$9,800 in rent, equivalent to a third of her monthly income in her company's human resources department.

Sun Hung Kai Properties is also jostling for the lion's share of the mini-flats market with units starting from 160 sq ft in usable floor area - excluding kitchen and washroom - in its proposed 3,400-unit project at the MTR's Nam Cheong Station in Sham Shui Po.

For SHKP's Nam Cheong Station project, Lui said the plans submitted to the Building Department excluded kitchens, toilets, balconies and petition walls.

"The size of our studio units at Nam Cheong Station is nearly 300 sq ft, while those with one bedroom is 400 sq ft," he said. "They are absolutely liveable and comfortable.

"It is definitely a development trend in accordance with the increase in smaller-sized households. We have seen a growing number of flats being sold to buyers who live alone."

Gov’t says it ‘will consider’ setting minimum limit on apartment sizes if ‘nano-flat’ trend continues

The Hong Kong government has said it has no immediate plans to set restrictions on the minimum size of newly-built apartments, but would consider doing so.

Secretary for Development Eric Ma Siu-cheung made the comments on Thursday amid increasing public concern over the trend of so-called “nano-flats,” of 100 to 200 square feet in size.

“We have no intention in the coming quarter to impose any land use condition about controlling or maintaining a minimum flat size,” said Ma at a press conference.

However, he said the government would pay close attention to the situation of “nano-flats,” and re-evaluate whether restrictions are necessary every quarter.

“With these small flats, we are watching the trend,” he said. “If there is any significant tendency towards [them], without supplying flats of bigger size or medium size, then we will need to make a decision.”

He said that the development process for a private apartment block normally takes three to four years, during which market conditions could change. “We have to allow some space for the market to accommodate itself.”

The smallest apartment in T Plus, a private residential block in Tuen Mun developed last year, reportedly has a usable floor area of only 128 square feet, equivalent to that of a private car parking space.

There are over 30 apartments on each floor of Yuen Long’s Domus and Hung Hom’s Upper East, both private blocks developed in the past two years.

On Thursday, Ma announced plans to auction up to 28 new residential plots of land to private developers in the coming year.

“We understand that there are concerns about [the small apartments] in the market,” said Ma, “but we also see that there is a demand for them.”

“There are large, medium and small-sized apartments in the market right now, and they are quite evenly-balanced.”

The government has introduced apartment size restrictions in some of its land sale contracts since 2011.

However, in an effort to encourage developers to build more small and medium-sized apartments, the contracts only stipulated the maximum – not minimum – floor area of each apartment. They also stipulated the minimum number of units to be constructed in a block.

The restrictions were first introduced for a residential project located above Nam Cheong MTR station, sold to Sun Hung Kai Properties in 2011. The contract stipulated that 75 per cent of the apartments constructed must be less than 538 square feet in size.

Three big Hong Kong developers release prices on new projects to capitalise on positive sentiment

Hong Kong’s housing market appears to be heating up even faster despite the government’s cooling measures, with a 270 square foot flat above Nam Cheong Station – the tiniest apartment available along the city’s railway network – going for nearly HK$5 million.

This trend is clearly seen in the decision of three major developers – Cheung Kong Property, Sun Hung Kai Properties and Wheelock Properties – to unveil price lists for their new projects in the same afternoon as they bid for attention from homebuyers. The three projects comprises a total of 2,408 units.

“Having major developers announce their price lists at the same time is rare, but it’s understandable as this year’s potential new flat supply will reach its peak,” said Thomas Lam, senior director of Knight Frank.

He believes the market would absorb all the units as most new project launches have been oversubscribed.

Nicole Wong, regional head of property research at CLSA, expects more projects will be released on the market this year

“Developers are likely to speed up project sales in a bid to cash in on the positive market sentiment,” she said.

At noon Thursday CK Property announced that its first batch of 93 units at the 454-unit Seanorama in Ma On Shan, ranging in size from 440 sq ft to 1,503 sq ft, would cost an average of HK$13,961 per square foot after a discount of as much as 24 per cent. The cheapest is a 769 square feet unit costing HK$9.45 million after discount.

Three hours later, SHKP unveiled the price list for the 1,050-unit Cullinan West, atop West Rail’s Nam Cheong Station. The first 210 units, with sizes from 270 sq ft to 1,357 sq ft, are priced at an average of HK$18,998 per sq ft after a discount of 22 per cent. The cheapest is a 270 sq ft studio at HK$4.91 million, or HK$18,212 per sq ft.

Buyers are still piling into the Hong Kong residential property market after more than 11,000 potential buyers signed up to buy flats in three new projects being released this week despite the likelihood that the US Federal Reserve will increase interest rates this week.

Riding high on the surge in demand for properties in the city, developers will be releasing more than 870 individual units, with an estimated value of more than HK$11 billion (US$1.4 billion), for sale this week.

With a third batch of 46 units released on Monday, Cheung Kong Property will offer a total of 188 units at its Seanorama development in Ma On Shan for sale on Friday.

On the same day, Sun Hung Kai Properties says it plans to release at least 105 more flats at its Cullinan West development on top of West Rail’s Nam Cheong Station on Saturday, raising the total units on sale there to 315.

“The strong initial responses for these projects show there is still an excess of liquidity but limited investment alternatives,” said Thomas Lam, senior director at Knight Frank.

With some purchasers planning to buy more than one flat, he said property investors rather than those planning to actually live in them now accounted for about 30 per cent of new flat sales.
