BTW thenew land is 458,000m²

But honestly everything can happen. First of all they have to built the stadium. And i think the stadium is currently the only "real" project.

As far as i know no dutch company is involved.

The earth is from 2 loca areas. Not so far away

Main stand:
-1st tier: 23 rows
-2 suit levels
-2nd tier: 9 rows

The 3 other stands:

I think they are too expensive.
Most new stadiums in Turkey are quite cheap.
