The construction site is right behind the sport-consert complex, on C. Mammedgulizadeh Street. Those pictures are taken in sping 2008 when they started to arrange those hoardings

With its sucessful "Sky Park" project, Azkor Group of Companies represented Azerbaijan at Expo Real 2008 in Munich, Germany. From the miniature of Sky Park seen on the pictures, probably they have some changes in colours. But maybe it is just a conceptual miniature.

nice designs, but they are a bit in the middle of nowhere, at least not a real urban environment.

It seems like that, because the renderings don't show other buildings. The construction site is huge and the pictures are taken from the dense part of that districts. There are many completed and under construction projects in that area and most of them are office buildings: Sport-concert hall, Hyatt Regency, Park Hyatt, Hotel Europe, Bridge Plaza, Caspian Plaza, u/c Park Plaza, u/c Altes Park, u/c IBC...
