My aunties are living in Turno. Dipolog is a small quaint city. I like their plaza which is located in front of the City Hall.

Dipolog has such great potential to become a thriving agro-industrial and tourism center in northwestern Mindanao. I hope the roro link between Siaton here in our province and Roxas there in Zbga. del Norte will be materialized soon.

BTW, what's the status of the Lee Super Plaza near the Andres Bonifacio College (ABC).

Zamboanga Peninsula gets ‘high impact’ projects

ZAMBOANGA CITY — President Gloria Macapagal-Arroyo inaugurated in Zamboanga Peninsula yesterday various "high impact" projects amounting to hundreds of millions of pesos, a statement read.

The Philippine Information Agency regional office here enumerated the projects as:
  • the P25.291-million communal irrigation systems in Ba-longating and Canunan Guipos;
  • the P12.505-million farm-to-market road from Balong-ating to Goling Guipos in Zam-boanga del Sur;
  • the P20-million rehabilitation of Zamboanga del Sur’s Bobuan-Datagan-Matinaao Balukbahan-Sigacad Bayog farm-to market road, which is under the second phase of the $123.9-million Mindanao Rural Improvement Project; and
  • the P289-million Zamboanga del Norte Medical Center in Zamboanga del Norte.

At the same time, Mrs. Arroyo also inspected the ongoing P210-million Dapitan-Dakak road project, designed to provide easy road access to the famous Dakak Beach Resort.

Moreover, the city government of Dapitan is currently implementing two major projects, namely: the P250-million city government building and the more than P500-million, 20-kilometer circumferential road, said Mayor Dominador G. Jalosjos, Jr.

SEAIR’s Dornier 328 will ply the Cebu-Pagadian-Cebu route twice a week. During a launching mission here recently, officials of the Mindanao Rural Development Program and World Bank representatives said a total of P128 million out of the P315 million allotted for the program’s second phase is ready for implementation.

"Roughly 54% of the P128 million will go to Zamboanga Peninsula. The bulk of the money will facilitate the construction of various agriculture-related infrastructures," Arnel V. de Messa, deputy director of the World Bank-funded program, said in an interview.

Rafael G. Evangelista, Jr. regional director of the National Economic and Development Authority, said the projects should help improve the investment climate of the region.

Tourism regional director Ricardo A. San Juan said in a separate interview that Mrs. Arroyo also pledged roughly P130 million to facilitate the renovation of the Pagadian Airport.

Mr. San Juan said a boost to the region’s tourism industry is South East Asian Airlines’ (SEAIR) launch yesterday of the Cebu-Pagadian-Cebu route. The Clark economic zone-based local carrier has been flying to 15 local tourist destinations, namely: Manila, Caticlan and Cebu in the Visayas; Clark in Central Luzon; Busuanga, Cuyo, El Nido, Puerto Princesa and Rodriguez in Palawan; as well as Camiguin, Cotabato, Jolo, Pagadian, Tawi-tawi and Zamboanga in Mindanao.

"SEAIR reaffirms its commitment to help increase commercial activity and tourism in the area. Since the opening of a regional hub in Zamboanga City in 2002, SEAIR currently flies to Jolo and Tawi-tawi on a daily basis and to Cotabato every Monday, Wednesday and Friday," a statement quoted SEAIR President Avelino L. Zapanta as saying. "Our Cebu-Pagadian route will make traveling for tourists and businessmen easier... Pagadian City has become... only 35 minutes away from Cebu via SEAIR."

Mr. San Juan also said Mrs. Arroyo inaugurated the Agro-Tourism and Heritage Complex and unveiled the Megayon monument at the provincial government complex in Dao, Pagadian City. — Darwin T. Wee

Army to build P1.3-B road project in Zamboanga Norte

NOYNOY LACSON

ZAMBOANGA CITY — The Philippine Army First Division said yesterday the military engineering battalion in Western Mindanao is now ready to undertake the P1.3-billion Sibuco-Sirawai-Siocon and Baliguinan (triple SB) coastal road project in Zamboanga del Norte.

Upon completion, the project, financed by the Office of the President, will connect the four remote towns in the 3rd district of Zamboanga del Norte to the rest of the municipalities in the region.

Maj. Gen. Nehemias Pajarito, commander of the 1st Division of the Philippine Army, said the Philippine Army’s engineering battalion is now ready to undertake the coastal road project from private contractors.

Pajarito said the Development Command of the Philippine Army under Maj. Gen. Jaime Buenaflor is now preparing all the needed papers for them to take over the project from private contractors.

He said Buenaflor is just awaiting directives from the office of the Department of National Defense and the Department of Public Works and Highways (DPWH).

"Gen. Buenaflor is just awaiting for the directive from the DND and DPWH for him to undertake the P1.3-billion coastal road project in the triple SB. Once he receives the directive, he will also order the Western Mindanao Command to undertake the project by utilizing the Army’s engineering battalion stationed in Western Mindanao," Pajarito said.

He said however that the military and the DPWH officials were still discussing some gray areas on the terms and conditions which the DPWH had signed with the private contractors when they awarded them the project.

He said once these areas of concern will be cleared, the military will immediately issue a directive to WesMinCom to undertake the project through the military’s engineering battalion.

Pajarito said that he also ordered the 44th Infantry Battalion based in Camp Cecilia in Sirawai to extend all the needed security to ensure that the project will be completed soon without interruption from any lawless elements in the area.

He also said that security will also be made available for private contractors who are facing problems of harassment from armed groups operating in the area.

"I directed the Army battalion in the area to extend all security assistance for the private contractors in order to have the project completed uninterrupted," Pajarito emphasized.

President Gloria Arroyo, in her recent visit in Dipolog City, announced that the coastal road project which her office is directly financing will be taken out from the private contractor due to security threats from rebels operating in the area.

The President ordered Gen. Pajarito to utilize the military’s engineering battalion and complete it at the soonest possible time so it can serve the poor people of the four towns.

The President’s order came after she noted that some of the contractors are incurring a negative slippage beyond the allowable rate allowed in the contract.

Gaisano group acquires 7% stake in Basic Energy

Raising funds for power ventures
By Elizabeth Sanchez-Lacson
Inquirer
Last updated 09:35pm (Mla time) 10/11/2007

THE GAISANO family has acquired at least 7-percent equity in publicly listed Basic Energy Corp., formerly Basic Petroleum Corp.

In a disclosure, DSG Sons Group Inc. of the Gaisano group has subscribed to a total of P35 million worth of shares in Basic Energy, representing 140 million shares at 25 centavos, company compliance officer Angel Gahol said.

The Gaisano group has been a longtime partner of Basic Energy, Gahol said.

DSG (David S. Gaisano Jr.) Sons Group Inc. is the Gaisano family's flagship firm, which owns and operates big malls in Mindanao.

Basic Energy has applied with the Securities and Exchange Commission (SEC) for an increase in its capital stock to P2.5 billion from P500 million.

Of the increase, P500 million consisting of 2 billion shares at 25 centavos apiece have been subscribed by a number of individual investors as well investment houses and stock brokers such as Unicapital Inc. and PCCI Securities Brokers Corp.

Unicapital and PCCI Securities each subscribed to 30 percent or P150 million worth of the increase in Basic Energy's authorized capital stock.

Gahol said the increase in capital would be used for the company's ethanol and geothermal projects.

Basic Energy is now in negotiations with the government for a 20-megawatt geothermal plant in Mabini, Batangas.

It also plans to put up an integrated ethanol plant project in Gutalac, Zamboanga del Norte, targeted for commercial production in the latter part of 2009.

The plant is estimated to produce ethanol at 200,000 liters a day.

Operation of the plant will position Basic Energy ahead of the mandated blending of at least 5-percent ethanol with motor vehicle gasoline by 2009.

Basic Energy also aims to raise P2 billion from an additional offering of shares early next year.

BDO Capital and Investment Corp. was tapped as the company's financial adviser for the offer, which will raise funds for various projects in the exploration and development of energy resources including geothermal energy, wind and other alternative and renewable energy as well as mining ventures.

Basic Energy has also been prequalified to bid for the government's stake in PNOC-Energy Development Corp.

Lee Super Plaza Dipolog (under construction) on Quezon Avenue in front of Andres Bonifacio College is owned by Dynamic Development Corporation from Negros Province, the owner of Lee Plaza. It is a 3-story shopping center with an area of 2 hectares with a food court, game section, underground supermart and RTW's and the first to have an underground parking lot as proposed by Dynamic Development Corporation. It will be the biggest mall in the city.

There's a hotel near the Provincial Capitol, I forgot the name. The best hotel in the city, I guess, is Top Plaza hotel at the downtown area. Sorry guys am not that familiar with Dipolog anymore. It's been a long time I've been here.

Wow, Dipolog now has nice buildings!
