Always give your arm some sort of support when taking a pic from a moving car. Put your elbow on your windowsill (whatever it is called in a car

They've currently removed the service lane to allow them to detour traffic properly during the construction of the bridge. Once the bridge is complete, they will remake the service lane (of what I hear)
