Airbus unit to help upgrade PHL airports

A subsidiary of Airbus, specializing in state-of-the-art flight operations, is now helping the Civil Aviation Authority of the Philippines (Caap) update its airport operations.

Quovadiz, a French company, will support the implementation of a performance-based navigation (PBN) network in some of the major airports in the country, without cost to the government.

The program is jointly sponsored by the French Directorate General of Civil Aviation, the French Civil Aviation University, Airbus, Philippine Airlines, Cebu Pacific Air, Airphil Express and Zest Airways.

The airports that will benefit from this upgraded, next-generation air-traffic management system would be Manila, Puerto Princesa, Zamboanga, Butuan, Dumaguete, Legaspi, Iloilo, Clark, Bacolod, Tacloban, Cagayan de Oro and Kalibo, Laoag and Subic.

Caap Director General Ramon Gutierrez said the new system will take advantage of Caap’s skills and knowledge in various lines of air traffic that are key to a safe and efficient PBN implementation.

The current aviation procedures in the country require that planes use ground-based system, such as the distance-measuring equipment, very high-frequency omnidirectional range and radar.

With the help of these navigational aids, planes are able to use the so-called highway in the sky—invisible tracks or radials, actually—until they reach their destinations.

The PBN does away with such tracks or radials, which zig-zag in the sky, following predetermined routes as defined by the navigational aids.

“The PBN routes are based on satellites, whose signals are received by compatible equipment in the cockpit of the aircraft, which can fly directly from the point of departure to the point of destination,” Gutierrez said.

In this manner, shorter routes mean shorter flying time and, therefore, savings in fuel.

Another advantage of the PBN is that planes would have lower carbon footprints and thus, are able to avoid urban areas to minimize noise.

According to the Caap chief, about 80 percent to 90 percent of many modern commercial planes have PBN-compatible equipment. He said the International Civil Aviation Organization (Icao) requires that all aircraft operating in the country must be equipped with the same instruments by 2016.

“The GPS-based navigation technique, coupled with onboard systems, allows the optimum use of airspace, provides fully stabilized and managed approaches [during landing and takeoff] and significantly improves safety. It would also reduce airline operating costs by shortening tracks and lowering weather-visibility requirement,” Quovadis said.

Quovadis, will design the “approach procedures,” the crucial steps a plane must take to land safely, in Puerto Princesa, Zamboanga, Iloilo, Butuan, Dumaguete and Legaspi.

Other airports would be under the jurisdiction of Caap.

USAID explores possible project grants in Zambo
Wednesday, 29 June 2011 17:08

Representatives from the United States Agency for International Development (USAID) are in Zamboanga City to look into possibilities of giving grants for the various programs being undertaken by the city government of Zamboanga.

Mayor Celso Lobregat together with selected city department heads and other concerned officials met with the USAID team headed by Control Officer Daniel Miller noontime yesterday to present the priority programs implemented by the city concerning health, environment, agriculture, peace and security, social welfare and other sectors.

The 11-man team was personally sent by US Ambassador Harry Thomas in view of his desire to provide concrete projects for Zamboanga City which is one of the key cities in Mindanao that is fully supporting the joint RP-US military exercises.

Ambassador Thomas last Friday, June 24, paid a courtesy visit on Mayor Lobregat in City Hall where they exchanged views on various issues concerning the city and the US governments. That private meeting that lasted for almost 3 hours was personally sought by the envoy and was the first since Amb. Thomas assumed his post April 2010.

During the meeting with the USAID team yesterday, City Health Officer Rodel Agbulos discussed about the relentless programs on anti-HIV-AIDS, anti-TB and maternal health care; City Social Welfare Officer Francisco Barredo tackled the city’s unwavering campaign against human trafficking and street children; City Agriculturist Diosdado Palacat talked about the agri-fishery program; City Environment and Natural Resources Officer Rey Gonzales tackled about the reforestation program as well as the impending take over of the Sta. Cruz Islands by the city government while City Administrator Antonio Orendain Jr. discussed about peace and security.

Port Manager Leonilo Miole also made a presentation concerning the port security while Civil Aviation Authority Manager Celso Bayabos talked about the airport security details.

Aside from Miller, other USAID representatives present during the meeting were Ray Morton, Karen Smith, Jenna Tajchman, Robert Burch, Gerardo Porta, Aivan Amit, Enrique Gallardo, Consuelo
Anonuevo and US Embassy Political Assistant Precious Fontanares and Capt. Wayne Walker from the Joint Special Operations Task Force-Philippines.

Also present were City Planning and Development Officer Melinda Cabato, General Services Officer Rene De la Cruz and City Housing and Homesite Regulation Officer Rodrigo Pagotaisidro. — Sheila Covarrubias

Paseo del Mar expansion underway

A P33.4 million two-storey convention center with more than 500 seating capacity is now under construction at the City’s most popular site-the Paseo del Mar.
The said building is the newest development in the complex since the construction of the additional 4 stalls last October 2011.

According to City Engineer Luis Despalo the construction of the multi-purpose convention center started last month and projected to be operational next year.
“Actually, the project’s duration as far as construction is concerned is one year. However, with the emphasis of Mayor Lobregat to hasten all projects at hand, we are positive that the construction will finish earlier”, Despalo pointed out.

The building will have a touch of Spanish-American architectural design since it is within the Heritage Zone. It has mini-theatre type audio-visual room that can house about 50 persons, convenient for film showing and other gathering where visual presentation is a highlight.

On top of that, it will also have a multi-purpose function room and one concession designed for fine dining services.
According to Assistant City Administrator Elmeir Apolinario, the building will be under the care of the City Administrator’s Office as far as maintenance and operation are concerned.

“As soon as it will be operational, it will be opened for public booking where they can hold conferences, trainings and other gatherings”, Apolinario said. — Richard Aliangan/City Hall PIO

Zambo mayor turns over P7.9-M school building project
Thursday, July 21. 2011

ZAMBOANGA CITY — The city government of Zamboanga has turned over P7.9 million school building to the Department of Education (DepEd) in this city.

Mayor Celso Lobregat motored Tuesday to Barangay Culianan, 13 kilometers east of this city, and turned over the three-storey nine-classroom which was constructed for the Culianan National High School.

Culianan National High School principal Dr. Lutchi Rimando received the school building project from Lobregat on behalf of DepEd.

Lobregat said the construction of the school building by the city government is aimed to help the DepEd resolve the classroom shortage and ultimately improve quality of education.

The turn over of the three-storey nine-classroom school building is the latest project the city government has undertaken for Culianan National High School.

A month ago, Lobregat, together with Department of the Interior and Local Government (DILG) Secretary Jesse Robredo, also turned over the rehabilitated two-storey six-classroom building at the Culianan National High School.

Rimando said Lobregat has also approved the repair of another two-storey six-classroom building, which is located beside the new school building, the construction of the drainage system inside the school campus and the repair of the school fence. (PNA)

Lobregat follows up projects with DPWH
Monday, 08 August 2011 15:53

To ensure the fast tracked implementation of various major infrastructure projects with the support of the national government, Mayor Celso Lobregat recently met with Public Works Secretary Rogelio Singson to follow up developments related to the projects.

The projects that Lobregat hopes to implement with support from the national government are the Limaong bridge, expansion of the R.T. Lim boulevard development project, expansion of the Baliwasan Seaside road and the by-pass road that will connect the east coast to the west coast.

Mayor Lobregat said the meeting, held in Manila Monday, August 1, was purposely to ensure that the projects are included in the budget and are on track with the city government’s schedule.

In the proposed Limaong bridge project, the mayor is requesting the DPWH to prepare the project design while the city government will fund the construction of the same.

Due to the stable financial condition, the local government, according to Lobregat can fund the project considering that it is very essential to the people of Limaong and the neighboring areas.

Last May, it is recalled, the DPWH secretary in a meeting with Mayor Lobregat and some DPWH-9 officials has revealed the inclusion of P150 million funding for the Baliwasan seaside expansion and the allocation of P40 million in the budget for the expansion of the R.T. Lim Boulevard site development project that will cover the remaining 400 linear meters baywalk leading to the area fronting the City Council building.

The by-pass road project to connect the east coast to the west coast on the other hand is being lobbied by the mayor and the two congressional representatives in a bid to have it undertaken the soonest possible time.

The project will be purely funded by the national government through the DPWH.
Mayor Lobregat hopes that the said projects can be accomplished within this year or next year as all are expected to help bring about development and projects in the concerned areas and Zamboanga in general.

The mayor said he will continue to follow up the projects with the DPWH Secretary to ensure that the processing of the documents for the realization of the same will be expedited.

Congress is currently deliberating on the proposed 2012 General Appropriations act amounting to over P1.8 T in which the DPWH gets a sizeable share of the funds for infrastructure projects all over the country. —Sheila Covarrubias

Robinson’s execs pursue investment plan in Zambo
Friday, 26 August 2011 16:15

Executives from the Robinsons Land Corporation look at Zamboanga as a viable and feasible investment site, as they continue to explore possibilities of investing in the city.

City Caretaker and Administrator Antonio Orendain Jr. said officials from Robinsons Land Corporation recently met with the City’s Investment Board headed by Mayor Celso Lobregat to discuss plans for the putting up of a mall in the city after the company has purchased a property at Nuñez extension.

While the company wanted to purchase a bigger property to ensure a bigger mall complex, the Robinsons Land Corporation was only able to purchase half of its planned area, as the price of the adjacent property is excessively high.

Orendain said Thomas Lee O., the corporation’s Vice President for Complex Administration and Property Management and another official have emphasized that with the smaller area, the plan is to put up a multi-storey building instead of a horizontal complex.

Initially, the corporation’s representatives were apprehensive about aviation regulations considering that the acquired property is located near the airport. However, Orendain said, Mayor Lobregat intervened and summoned Civil Aviation Authority of the Philippines (CAAP) manager Celso Bayabos to attend the meeting and explain about the aviation regulations.

It was explained by the CAAP official that Robinsons Land Corporation can very well establish a multi-storey building in its property in Nunez extion (at the back of the Emcor), as it is over 150 meters away from the airport. Airport regulations prohibit high-rise buildings within the 50-meter radius from the airport runway.

Orendain stressed that the city government welcomes and encourages big corporations particularly owners of huge chains of malls in the country to invest in the country.

One of the factors that delay the opening of huge malls here is the price of land or properties offered by the private owners. — Sheila Covarrubias

Zambo readies entry of Robinson mall

By PNA and Chinese News Agency / Asian

After lagging behind in the hosting of several chain of stores, the city of Zamboanga will finally join the ranks of cities with their own SM, Gaisano, Robinson and other establishments in the country.

City Administrator Antonio Orendain Jr, said executives from the Robinsons Land Corp. looked at Zamboanga as a viable and feasible investment site, as they continued to explore possibilities of investing in the city.

A group of investors reportedly purchased an adjoining property before Robinson could close the deal on a similar lot – now fenced off from two corner roads.

Orendain said Thomas Lee O., the corporation’s vice president for Complex Administration and Property Management and another official had emphasized that with the smaller area, the plan was to put up a multi-storey building instead of a horizontal complex.
