Incubation centre for budding entrepreneurs

HUBLI: Here's some good news for budding entrepreneurs and IT professionals from the north-Karnataka region, particularly from Hubli and Dharawd. In order to attract and encourage entrepreneurs set up their own business units, the Hubli-Dharwad Municipal Corporation has devised a comprehensive plan to open an incubation centre at the Aryabhata IT Park in Hubli.

Basic facilities and infrastructure like office set-up, Internet connection, electricity and other facilities will be provided to enable entrepreneurs to start their units at the centre.

Speaking to The Times of India, HDMC commissioner, K V Trilokchandra said, "We found that there are many talented entrepreneurs in the region, who can create wonders if they are given a proper platform to showcase their skills."

The incubation centre aims at honing the skills of entrepreneurs and giving them the much needed platform in the form of office and other facilities to help entrepreneurs to start their units. "They need not worry about the basic investment. They can just come and start their business here. It is almost like a plug and play," he added. "We are planning to charge very nominal price and we will decide the cost to be charged per entrepreneur, at a leter stage. In any case, entrepreneurs will not be overburdened. Once their business is established here, they can move out of incubation centre and start their business in permanent structure elsewhere in the region," Trilokchandra said.

Incubation centre will be set up on a sprawling one acre of land in the premises of Aryabhata IT park to accommodate more entrepreneurs and IT professionals. The incubation centre will be set up at a cost of Rs 1 crore.

The proposal has already been sent to the government seeking its approval to start the works on incubation centre. "We are hopeful that the proposal will get the nod from the state government probably by the end of this month. Once we get the approval from the state government, the works will start on the incubation centre and the centre will be ready to accommodate entrepreneurs within 6 months," he said.

How can you not rely on those figures? It's more accurate than your vehicle's odometer..

Inauguration of science centre yet to take place

The inauguration of the much-delayed Dharwad Regional Science Centre (DRSC), set up at the cost of Rs. 8.5 crore, is being put off further as politicians have been unable to spare the time for an official inauguration.

The DRSC has been ready to open, but for the last two months the centre's authorities have unsuccessfully been trying to fix a date convenient for to Chief Minister D.V. Sadananda Gowda and Union Minister for Culture Kumari Selja. State and Union Ministers have insisted on taking part in the inaugural ceremony, as both governments have given grants for the science centre.

The opening of the DRSC, which should have happened in 2009, was delayed by two years for various reasons.

Invitation cards

Though the DRSC authorities fixed the date for inauguration on November 25 and advanced it to November 19, the inauguration was put on hold as a result of the byelection from the Bellary Rural Assembly constituency.

Now, the upcoming Assembly session will cause further delays, and inauguration may not be possible before the fourth week of December.

“The sample invitation card is also ready. We only have to fill the names of the guests and the date to get them printed,” said the authorities.

The DRSC is the only science museum of its kind in the region in which an attempt has been made to connect the visitors to India's 5,000 years of heritage in science and technology through objects and structure.

There are three galleries: a science and technology gallery that is the first of its kind in South India, a biomachines gallery and a fun science gallery.

In addition, there is a small plantation and taramandal. At the galleries, visitors can enjoy documentaries and quizzes using self-operated machines.

Parking problem?

Though the DRSC is well-designed, the lack of proper parking space is a matter for concern.

At present, 400 m of land has been provided for parking, which may be insufficient if the inflow of visitors increases in the future.

Moreover, the railway track passes near the science centre. DRSC Executive Director U.S. Raikar said discussions were being held with the Department of Forests on the using of land in front of the science centre for parking.

ಹುಬ್ಬಳ್ಳಿ: ದಶಕದ ಹಿಂದೆ ಎದುರಾಗಿದ್ದ ಹಲವಾರು ಅಡೆತಡೆಗಳನ್ನು ದಾಟಿ ನಗರದ ಹೃದಯ ಭಾಗದಲ್ಲಿ ನಿರ್ಮಾಣವಾದ ಮಾಹಿತಿ ತಂತ್ರಜ್ಞಾನ (ಐಟಿ) ಪಾರ್ಕ್ ಕಟ್ಟಡಕ್ಕೆ ಇಷ್ಟು ಬೇಗ ದುರಸ್ತಿಗೊಳ್ಳುವ ಸಂದರ್ಭ ಎದುರಾಗುತ್ತದೆ ಎಂಬುದನ್ನು ಯಾರೂ ಊಹಿಸಿರಲಿಲ್ಲ.

ಕೋಟಿಗಟ್ಟಲೇ ವೆಚ್ಚದಲ್ಲಿ ಐಟಿ ಪಾರ್ಕ್*ನಂತಹ ಬೃಹತ್ ಕಟ್ಟಡಗಳು ನಿರ್ಮಾಣವಾದ ನಂತರ ಕನಿಷ್ಠ ಒಂದೆರಡು ದಶಕಗಳಾದರೂ ದುರಸ್ತಿಯ ಪ್ರಶ್ನೆ ಎದುರಾಗಬಾರದು. ಆದರೆ ಹುಬ್ಬಳ್ಳಿಯ ಮಹಾತ್ಮಾ ಗಾಂಧಿ ಉದ್ಯಾನ (ಇಂದಿರಾ ಗಾಜಿನ ಮನೆ) ಎದುರಿನಲ್ಲಿರುವ ಈ ಕಟ್ಟಡಕ್ಕೆ ಇಷ್ಟು ಕಡಿಮೆ ಅವಧಿಯಲ್ಲಿ ದುರಸ್ತಿಯ ದೌರ್ಭಾಗ್ಯ ಎದುರಾಗಿದೆ.

ಕಟ್ಟಡದ ಹೊರಭಾಗದ ಟೈಲ್ಸ್*ಗಳು ಕಳಚಿಬೀಳಲಾರಂಭಿಸಿವೆ. ಜೊತೆಗೆ ಕಟ್ಟಡದ ಒಳಗೂ ಸಾಕಷ್ಟು ಕಡೆ ಟೈಲ್ಸ್*ಗಳು ಬೀಳಲಾರಂಭಿಸಿವೆ. ಇಲ್ಲಿ ಕಚೇರಿ ಆರಂಭಿಸಿರುವ ಐಟಿ ಕಂಪೆನಿಗಳು ಶಿಥಿಲಗೊಳ್ಳುತ್ತಿರುವ ಟೈಲ್ಸ್ ಕಂಡು ಆತಂಕ ವ್ಯಕ್ತಪಡಿಸಿರುವ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ದುರಸ್ತಿ ಕಾರ್ಯ ಆರಂಭವಾಗಿದೆ. ಅಧಿಕೃತ ಮೂಲಗಳು ಈ ದುರಸ್ತಿ ಕಾರ್ಯಕ್ಕೆ `ನವೀಕರಣ` ಎಂಬ ಹೆಸರನ್ನು ಕೊಟ್ಟಿವೆ.

ದಶಕದ ಹಿಂದಿನ ಇತಿಹಾಸವನ್ನು ಅಂದರೆ, ಮಾಹಿತಿ ತಂತ್ರಜ್ಞಾನ ಭರಾಟೆಯಲ್ಲಿದ್ದಾಗ ನಿರ್ಮಾಣಗೊಂಡಿದ್ದ ಐಟಿ ಪಾರ್ಕ್ ಕಟ್ಟಡ ಇದುವರೆಗೂ ಮುಳ್ಳಿನ ದಾರಿಯಲ್ಲೇ ನಡೆದು ಬಂದಿದೆ. ಹುಬ್ಬಳ್ಳಿಯಲ್ಲಿ ಬೆಂಗಳೂರಿನಂತಹ ಮೂಲ ಸೌಕರ್ಯಗಳಿಲ್ಲ ಎನ್ನುವ ಕಾರಣಕ್ಕೆ ಇನ್*ಫೋಸಿಸ್*ನಂತಹ ಸಂಸ್ಥೆಗಳು ಈ ಐಟಿ ಪಾರ್ಕ್*ನ ಕಡೆಗೆ ತಿರುಗಿ ನೋಡಲಿಲ್ಲ. ಕೊನೆಗೂ ಹುಬ್ಬಳ್ಳಿ ಐಟಿ ಪಾರ್ಕ್*ಗೆ ಬಂದಿದ್ದು ಸುಮಾರು 30 ಸಣ್ಣ ಕಂಪೆನಿಗಳು.

ಯಾವಾಗ ಐಟಿ ಕ್ಷೇತ್ರದ ದೊಡ್ಡ ಕಂಪೆನಿಗಳು ಬರಲು ಹಿಂದೇಟು ಹಾಕಿದವೋ ಆಗ ಆಡಳಿತ ಯಂತ್ರ ಸಹಜವಾಗಿ ಐಟಿ ಕಟ್ಟಡವನ್ನು ನಿರ್ಲಕ್ಷ್ಯ ಮಾಡಿತು ಎಂಬ ಆರೋಪ ಪಾಲಿಕೆ ಸಭೆಯಲ್ಲಿಯೂ ಹಲವು ಬಾರಿ ಕೇಳಿ ಬಂದಿದೆ.

ನಿರ್ಲಕ್ಷ್ಯಕ್ಕೆ ಸಾಕ್ಷಿ ಎಂಬಂತೆ ಈಗ ಟೈಲ್ಸ್*ಗಳು ಕಳಚಿ ಬೀಳುವ ಮೂಲಕ, ನಿರ್ಮಾಣವಾಗಿ ದಶಕ ಕಳೆಯುವುದರ ಒಳಗಾಗಿ ನವೀಕರಣ ಅರ್ಥಾತ್ ದುರಸ್ತಿಯ `ಭಾಗ್ಯ`ವನ್ನು ಕಟ್ಟಡ ಕಾಣುವಂತಾಗಿದೆ.

ನಿರೀಕ್ಷೆ: ಹುಬ್ಬಳ್ಳಿ ಐಟಿ ಪಾರ್ಕ್*ನಲ್ಲಿ ಇನ್ನೂ ಅಲ್ಲಿ 81 ಸಾವಿರ ಚದರಡಿ ಜಾಗ ಲಭ್ಯವಿದೆ. ಬಾಡಿಗೆ ದರವನ್ನು ಇಳಿಸಿರುವುದರಿಂದ ಹಾಗೂ ನವೀಕರಣವೂ ಮುಕ್ತಾಯದ ಹಂತಕ್ಕೆ ಬಂದಿರುವುದರಿಂದ ಹುಬ್ಬಳ್ಳಿ ಐಟಿ ಪಾರ್ಕ್ ಕಡೆಗೆ ಇನ್ನಷ್ಟು ಕಂಪೆನಿಗಳನ್ನು ಆಕರ್ಷಿಸಬಹುದು ಎನ್ನುತ್ತಾರೆ ಐಟಿ ಪಾರ್ಕ್ ನಿರ್ವಹಣೆ ವಹಿಸಿಕೊಂಡಿರುವ ಟಿ.ಆರ್. ಕುಲಕರ್ಣಿ.

`ಬಾಡಿಗೆಯನ್ನು ಪ್ರತಿ ಚದರ ಅಡಿಗೆ 5 ರೂಪಾಯಿ ನಿಗದಿ ಮಾಡಲಾಗಿದೆ. ಕಟ್ಟಡವನ್ನು ನವೀಕರಿಸಲಾಗುತ್ತಿದೆ ಎನ್ನುವುದನ್ನು ಈಚೆಗೆ ಗುಲ್ಬರ್ಗ ಹಾಗೂ ಶಿವಮೊಗದಲ್ಲಿ ನಡೆದ ಬಂಡವಾಳ ಹೂಡಿಕೆದಾರರ ಸಮಾವೇಶದಲ್ಲಿ ತಿಳಿಸಲಾಗಿದೆ. ಹೀಗಾಗಿ ಇನ್ನಷ್ಟು ಕಂಪೆನಿಗಳನ್ನು ಸೆಳೆಯಬಹುದು ಎಂಬುದು ನಮ್ಮ ಆಶಯ` ಎಂದು ಅವರು `ಪ್ರಜಾವಾಣಿ`ಗೆ ಹೇಳಿದರು.

ಕಳೆದ 5 ವರ್ಷಗಳಿಂದ ಐಟಿ ಪಾರ್ಕ್*ನಲ್ಲಿ `ಗುಂಬಿ ಸಾಫ್ಟ್*ವೇರ್ ಕಂಪೆನಿ` ನಡೆಸುತ್ತಿರುವ ಹರ್ಷ ಮಹಾಬಲ, ಈಗ ಇಲ್ಲಿ ಮೂಲ ಸೌಲಭ್ಯಗಳನ್ನು ಹೆಚ್ಚಿಸಲಾಗುತ್ತಿದೆ ಎಂದು ಮೆಚ್ಚುಗೆ ಸೂಚಿಸಿದರು. ದುರಸ್ತಿಯ ನಂತರ ಸೌಲಭ್ಯಗಳೂ ಹೆಚ್ಚಿದರೆ ಇನ್ನಷ್ಟು ಕಂಪೆನಿಗಳು ಬರಬಹುದು ಎಂದು ಅವರು ಅಭಿಪ್ರಾಯಪಡುತ್ತಾರೆ.

ಒಟ್ಟಿನಲ್ಲಿ ನವೀಕರಣದ ಹೆಸರಿನಲ್ಲಿ ಒಂದಿಷ್ಟು ದುರಸ್ತಿಯನ್ನು ಕಾಣುತ್ತಿರುವ ಹುಬ್ಬಳ್ಳಿಯ ಐಟಿ ಪಾರ್ಕ್ ದೊಡ್ಡ ಕಂಪೆನಿಗಳ ಆಗಮನಕ್ಕಾಗಿ ಶಬರಿಯಂತೆ ಕಾಯುತ್ತಿದೆ.

Deshpande Foundation to encourage entrepreneurship in north Karnataka

The foundation, working in the north Karnataka since 1996, to take it forward has floated a platform – Navodyami.

SANDBOX

Navodyami seeks provide both resources and linkages to entrepreneurs who are willing to set up these enterprises in the ‘Hubli Sandbox'.

Sandbox is an environment where fresh ideas get incubated and build a meaningful relationship with like-minded peers, learn from senior leaders and gain access to opportunities that will help them grow.

5 DISTRICTS

The foundation's Hubli Sandbox comprises five north Karnataka districts – Dharwad, Belgaum, Gadag, Haveri and Uttar Kannada.

In order to indentify entrepreneurs and to fund their ideas, the foundation is holding Navodyami 2012, an event, to select the best venture.

Applications for this are available at the Deshpande Foundation office in Hubli and last date of submission is December 30.

“Submitted applications will be screened by a panel of entrepreneurs and scholars.

“The programme will run in two phases when once selected, entrepreneurs will go to phase II, where they will be provided on going mentorship and skills to create business plan and strategies to setting up their enterprise,” explained Mr Rotte.

“The total award money allocated for Navodyami 2012 is Rs 15 lakh and the panellists will determine the final amount to be awarded to entrepreneurs as per their business idea and need,” he added.
