Unlike the previous years, the Hubli-Dharwad Municipal Corporation has initiated steps to be ready to tackle any eventuality during the monsoon season. With twin cities receiving sudden untimely showers resulting inundation of a few low-lying areas this week, the municipal corporation immediately has taken steps to ensure that the next time there is heavy rainfall low-lying areas are not affected. To face any eventuality of flood-like situation in the low-lying areas and areas located on either side of the storm water drain and localities prone to rain-related problems and mishaps, the municipal corporation has now decided to keep a team in every zone of the corporation ready to tackle the situation. Besides, the corporation has kept basic equipment and tools including concrete and metal cutters, flood lights, life saving jackets, masks, gloves, ropes and others ready, according to HDMC Commissioner K.V. Trilok Chandra.

Jannat Nagar, Laxmisingana Kere and Bhavikatti plot in Dharwad and a few localities in Old Hubli area are likely to be inundated whenever there is heavy rainfall. So the municipal corporation has decided to clear garbage from storm water drainsand de-silt drains.

Control room

Mr. Trilok Chandra has urged residents to make a call to the corporation control room in case of any emergency caused by heavy downpour so that relief team can rush to the locality concerned immediately. The Hubli Dharwad Municipal Corporation has a control room (phone no. 2213888) that functions round-the-clock.

Mr. Trilok Chandra added that the corporation staff would also spread awareness about A(H1N1) and measures that need to be taken by the residents to prevent it from spreading. At present, fogging is being carried out at regular intervals in all the wards of the twin cities.

ಇಲ್ಲಿಯ ದಾಖಲಾತಿ ಕೊಠಡಿಯಲ್ಲಿ ಸುಮಾರು 2 ಕೋಟಿಗಿಂತಲೂ ಹೆಚ್ಚಿನ ಪುಟಗಳಿರುವ 2 ಲಕ್ಷದಷ್ಟು ದಾಖಲೆಗಳುಳ್ಳ ಫೈಲ್*ಗಳಿವೆ. ಈ ಎಲ್ಲ ದಾಖಲೆಗಳನ್ನು ಅತ್ಯಾಧುನಿಕ ಡಿಜಿಟಲ್ ತಂತ್ರಜ್ಞಾನ ಬಳಸಿ ಶಾಶ್ವತವಾಗಿ ಕಾಯ್ದುಕೊಳ್ಳುವ ಹಾಗೂ ದಾಖಲೆಗಳನ್ನು ಸಮರ್ಪಕವಾಗಿ ನಿರ್ವಹಿಸುವ ನಿರ್ಧಾರಕ್ಕೆ ಪಾಲಿಕೆ ಮುಂದಾಗಿದೆ.

ಪ್ರತಿ ದಾಖಲೆಯನ್ನು ಸ್ಕ್ಯಾನ್ ಮಾಡಿ ಸಂಗ್ರಹಿಸಲಾಗುವುದು. ಅತಿ ಮಹತ್ವದ ದಾಖಲೆಯನ್ನು ಮೈಕ್ರೋಫಿಲ್ಮ್*ನಲ್ಲಿ ಸಂಗ್ರಹಿಸಲಾಗುತ್ತದೆ. ದಾಖಲೆಗಳನ್ನು ಮೈಕ್ರೋಫಿಲ್ಮ್*ನಲ್ಲಿ ಸಂಗ್ರಹಿಸುವುದರಿಂದ ಸುಮಾರು 500 ವರ್ಷಗಳ ವರೆಗೆ ದಾಖಲೆಗಳು ಹಾಳಾಗದಂತೆ ತಡೆಯಬಹುದು.

ಮಹಾನಗರ ಪಾಲಿಕೆ ಪ್ರಾರಂಭಗೊಂಡಾಗಿನಿಂದಲೂ ಇಲ್ಲಿಯ ದಾಖಲಾತಿ ಕೊಠಡಿಯಲ್ಲಿ ದಾಖಲೆಗಳನ್ನು ಸಂಗ್ರಹಿಸಲಾಗಿದೆ. ಭೌತಿಕವಾಗಿ ಕಾಗದದಲ್ಲಿ ನಿರ್ವಹಿಸಿದ ದಾಖಲೆಗಳು ನಿಗದಿತ ಸಮಯದ ನಂತರ ಹಾಳಾಗುವ ಸಾಧ್ಯತೆ ಇದೆ.

ಗೆದ್ದಿಲು ಮತ್ತಿತರ ಹುಳುಗಳು ದಾಖಲೆಯ ಮಾಹಿತಿಯುಳ್ಳ ಕಾಗದವನ್ನು ತಿನ್ನಬಹುದು. ಪ್ರತಿ ಬಾರಿ ದಾಖಲೆಗಳ ಅವಶ್ಯವಿದ್ದಲ್ಲಿ ದಾಖಲೆಯ ಫೈಲ್*ಗಳನ್ನು ತೆಗೆಯುವುದರಿಂದ ಕಾಗದಗಳು ಹರಿಯುವ ಅಥವಾ ಕಳೆದುಹೋಗುವ ಸಂಭವವೂ ಇರುತ್ತದೆ. ಅತ್ಯಾಧುನಿಕ ಡಿಜಿಟಲ್ ತಂತ್ರಜ್ಞಾನದ ಮೂಲಕ ದಾಖಲೆಗಳನ್ನು ಸ್ಕ್ಯಾನ್ ಮಾಡಿ ಸಂಗ್ರಹಿಸಿದರೆ ದಾಖಲೆಗಳು ಹಾಳಾಗುವುದು ತಪ್ಪುತ್ತದೆ.

ದಾಖಲೆಗಳನ್ನು ಅತ್ಯಾಧುನಿಕ ಡಿಜಿಟಲ್ ತಂತ್ರಜ್ಞಾನದಿಂದ ಸ್ಕ್ಯಾನ್ ಮಾಡಿ ಸಂಗ್ರಹಿಸುವ ಉದ್ದೇಶದಿಂದ ಮಹಾನಗರ ಪಾಲಿಕೆ ಈಗಾಗಲೇ ಟೆಂಡರ್ ಆಹ್ವಾನಿಸಿದೆ. ಎಚ್*ಸಿಎಲ್ ಸೇರಿದಂತೆ 8 ಕಂಪನಿಗಳು ದಾಖಲೆ ಸಂಗ್ರಹಕ್ಕೆ ಮುಂದೆ ಬಂದಿವೆ.

ಟಚ್*ಲೆಸ್ ಸ್ಕ್ರೀನ್ ತಂತ್ರಜ್ಞಾನ ಸೇರಿದಂತೆ ವಿವಿಧ ಅತ್ಯಾಧುನಿಕ ತಂತ್ರಜ್ಞಾನ ಬಳಸಿ ದಾಖಲೆಗಳನ್ನು ಯಾವ ರೀತಿ ಸಂಗ್ರಹಿಸಬಹುದು ಎಂಬ ವಿವರಗಳ ಪಟ್ಟಿಯನ್ನು ಈ ಕಂಪನಿಗಳು ಮಹಾನಗರ ಪಾಲಿಕೆಗೆ ನೀಡಿವೆ. ಟೆಂಡರ್*ನಲ್ಲಿ ಪಾಲ್ಗೊಳ್ಳಬಯಸುವ ಖಾಸಗಿ ಸಂಸ್ಥೆಗಳಿಗೆ ದಾಖಲೆಗಳ ಸಂಗ್ರಹಕ್ಕೆ ಅತ್ಯಾಧುನಿಕ ಡಿಜಿಟಲ್ ತಂತ್ರಜ್ಞಾನದ ಬಳಕೆಗಳ ಮಾಹಿತಿಯನ್ನು ನೀಡಲು ಏ.14 ಕೊನೆಯ ದಿನವಾಗಿದೆ.

ಕಡಿಮೆ ವೆಚ್ಚದಲ್ಲಿ ಅತ್ಯಾಧುನಿಕ ತಂತ್ರಜ್ಞಾನ ಬಳಸಿ ದಾಖಲೆ ಸಂಗ್ರಹಿಸಿ, ನಿರ್ವಹಿಸುವ ಕಂಪನಿಗೆ ಟೆಂಡರ್ ದೊರೆಯಲಿದ್ದು , ಟೆಂಡರ್ ಪ್ರಕ್ರಿಯೆ ಪೂರ್ಣಗೊಂಡ ತಕ್ಷಣ ದಾಖಲೆಗಳನ್ನು ಡಿಜಿಟಲ್ ತಂತ್ರಜ್ಞಾನದಿಂದ ಸಂಗ್ರಹಿಸುವ ಪ್ರಕ್ರಿಯೆ ಪ್ರಾರಂಭಗೊಳ್ಳುವುದು.

ಸುಮಾರು 2 ಕೋಟಿ ದಾಖಲೆಗಳ ಪುಟಗಳನ್ನು ಡಿಜಿಟಲ್ ಸ್ಕ್ಯಾನ್ ಮಾಡಬೇಕಾಗಿರುವುದರಿಂದ ಕನಿಷ್ಠ 7-8 ತಿಂಗಳುಗಳ ವರೆಗೆ ಸ್ಕ್ಯಾನ್ ಮಾಡಿ ಸಂಗ್ರಹ ಮಾಡುವ ಕಾರ್ಯ ನಡೆಯಲಿದೆ.
ದಾಖಲೆಗಳು ಸಂಪೂರ್ಣ ಡಿಜಿಟಲ್ ಸ್ಕ್ಯಾನ್*ಗೊಳಗಾದ ನಂತರ ವಿಶೇಷ ಸಾಫ್ಟವೇರ್ ಮೂಲಕ ಕಂಪ್ಯೂಟರ್*ಗೆ ಅಳವಡಿಸಲಾಗುವುದು. ಪಾಲಿಕೆಯ ಪ್ರತಿ ವಲಯ ಕಚೇರಿಯಲ್ಲಿ ಈ ದಾಖಲೆಗಳನ್ನು ಕಂಪ್ಯೂಟರ್ ಸಹಾಯದಿಂದ ವೀಕ್ಷಿಸಲು ಇದರಿಂದ ಅನುಕೂಲವಾಗುವುದು. ಜತೆಗೆ ಮಾಹಿತಿ ಹಕ್ಕು ಕಾಯ್ದೆಯಡಿ ಸ್ವಯಂ ಘೋಷಿತ ಮಾಹಿತಿ ಬೇಕಾಗುವವರೆಗೆ ಡಿಜಿಟಲ್ ದಾಖಲೆಗಳ ವಿವರವುಳ್ಳ ವೆಬ್*ಸೈಟ್ ವಿಳಾಸ ನೀಡಬಹುದು.
ಇದರಿಂದಾಗಿ ಆಸಕ್ತರು ವೆಬ್*ಸೈಟ್ ಮೂಲಕ ತಮ್ಮ ಮನೆ ಅಥವಾ ಕಚೇರಿಗಳಲ್ಲಿಯೇ ದಾಖಲೆಗಳನ್ನು ನೋಡಬಹುದು. ಜತೆಗೆ ಅವಶ್ಯಕ ದಾಖಲೆಗೆ ಪಾಲಿಕೆ ಕಚೇರಿಗೆ ಅಲೆದಾಡುವುದೂ ತಪ್ಪುತ್ತದೆ. ಈ ದಾಖಲೆಗಳನ್ನು ಕಂಪ್ಯೂಟರ್ ಮೂಲಕ ವೀಕ್ಷಣೆ ಮಾಡಬಹುದೇ ಹೊರತು ಇನ್ನಿತರ ಯಾವುದೇ ತಂತ್ರಜ್ಞಾನ ಬಳಸಿ ತಿದ್ದುಪಡಿ ಮಾಡಲು ಸಾಧ್ಯವಿಲ್ಲ.


ಮಹಾನಗರ ಪಾಲಿಕೆಯ ದಾಖಲಾತಿ ಸಂಗ್ರಹ ಕೊಠಡಿಯಲ್ಲಿರುವ ದಾಖಲೆಗಳನ್ನು ಅತ್ಯಾಧುನಿಕ ಡಿಜಿಟಲ್ ತಂತ್ರಜ್ಞಾನ ಬಳಸಿ ಸಂಗ್ರಹಿಸುವ ಹಾಗೂ ನಿರ್ವಹಿಸುವ ಕಾರ್ಯಕ್ಕೆ ಈಗಾಗಲೇ ಚಾಲನೆ ದೊರೆತಿದೆ. ಮುಂಬರುವ ದಿನಗಳಲ್ಲಿ ಮಹಾನಗರ ಪಾಲಿಕೆಯನ್ನು ಸಂಪೂರ್ಣ ಕಾಗದ ರಹಿತ ಕಚೇರಿಯನ್ನಾಗಿ ಪರಿವರ್ತಿಸುವ ಉದ್ದೇಶವಿದೆ.

Multi-utility centre at Karnataka varsity

A multi-utility centre will come up at the Karnatak University with the UGC releasing Rs 25 crore. The university has been tagged as a University of Potential Excellence. The multi-utility centre to be constructed at an estimated cost of Rs 7.5 crore will accommodate computer training cell, placement cell, job training cell and computer laboratory to help the students get various facilities under one roof. This is the most ambitious project of the KU and the works would be launched soon. KU V-C H B Walikar said with the varsity being tagged as a UPE, it is entitled to a special grant of Rs 50 crore for a period spanning five years and in the first phase the UGC had released Rs 25 crore.

Apart from this, emphasis has been given to adopt smart classes under the e-governance. This would help document the notes for the students and also create academic accountability. The varsity is also planning to set up a sewage water treatment plant by utilising Rs 4.5 crore and take up rainwater harvesting infrastructure at a cost of Rs 1.5 crore. The department of minor irrigation will be roped in to construct three ponds in the varsity, he added. Walikar also said there was no problem with the UGC as far as the release of funds was concerned by the state government was not releasing funds timely. Because of the delay on the part of the state government, some works are getting delayed, he said.
The varsity has come up with a plan to strengthen the alumni. A Delhi-based private firm has been approached to collect donation from the KU alumni so that a corpus fund could be created. The varsity cannot utilise the corpus fund, but the interest generated from the fund would be utilised for academic and infra development activities, he said.

A meeting has been called in the first week of April wherein the company representatives would be asked to strengthen the alumni. This initiative would generate a minimum fund of Rs 100 crore to the varsity, he asserted.

HDMC Commissioner K V Trilokchandra told that 20 fine per day would be imposed on the
officials who fail to provide the services in stipulated time, and for this, internal verification would be
going on, and applicants could also bring the issue to the notice of higher officials. For issuing birth
and death certificate, trade licence, khata extract, building permission, and water and underground
drainage connections, three officers in three stages have been assigned to deliver services.
Help desks have been set up in each zonal office, and details of the services, are also displayed there.
Unique reference number would be given to each applicant, and details of the services would be
hosted on the HDMC website also, Dr Trilokchandra said.
For any clarification or to lodge complaint, citizens can contact the HDMC helpline 2213 888 he
added.

Carriage Repair Workshop utilises Rs. 33.68 crore for upgrading infrastructure

HUBLI, April 17, 2012

Out of the total Rs. 80.98 crore sanctioned by the Railway Board for upgrading assets and infrastructure, the Carriage Repair Workshop here has utilised Rs. 33.68 crore till March 2012.

Addressing presspersons before the 57th Railway Week Celebrations here on Monday, Chief Workshop Manager Shyamadhar Ram said the works included construction of a new high bay, ventilated and illuminated water leakage free sheds for paint shop and bogie repair shop and new advanced traverser for BVZI brake vans. Mr. Ram said while the normal duration of the periodic overhauling of coaches was 18 months, it was 13 months for pantry cars because of heavy corrosion. “We initiated several steps to check corrosion in pantry cars by replacing the material with stainless steel and advanced methods of floor coating.

Thus, the unit cost of regular periodic overhauling for pantry cars has come down to Rs. 7.11 lakh from Rs. 11.94 lakh per year. The subsequent cost for 18-month cycle will be approximately Rs. 5.87 lakh,” he said.

Divisional Electrical Engineer D. Mohanraj, Deputy Chief Workshop Manager Amitava Chaudhuri, and Senior Assistant Financial Advisor Rajashekarappa were present.
