If I'm not mistaken, in many Philippine languages, the "gñ" digraph is meant to represent what is known today as "ng" in the old Spanish-based orthography, the most famous example being the town of Sagñay in Camarines Sur. What perplexes me is how in Bikol "gñ" becomes simple "ñ".

Actually the general rule also applies to the Bikol Language. A town in CamSur is named Sagñay, pronounced as Sangay.

Then in that case, wouldn't Ligñon Hill be called "Lingon Hill" instead of "Liñon Hill"?

Hmm technically yes, but the people there have gotten used to calling it the way they call it. After all, language is but a convetion of the people who use it, or so one language theory goes.

Ligñon Hill, Legaspi City

Bukagan Hill, Ozamiz city, Mindanao
Bukagan is derived from Cebuano word bukag meaning big basket

Ligñon and Bukagan Hills look like long-lost twins. hehe. What's the taller mountain behind Bukagan? From this angle it does look a lot like Ligñon and part of Mayon.
