New World resumes Kowloon hotel plan

New World Development has resumed its plan to build a 60-storey hotel next to the New World Centre in Tsim Sha Tsui as demand surges for five-star hotel rooms.

Taking into account the improved economy and an anticipation of growing tourism in Hong Kong, the company was reviewing the plan initiated in the late 1990s, a spokesman said, adding the project was expected to start next year but no timetable had been finalised.

With a gross floor area of about one million square feet, the hotel investment is estimated at $2 billion to $3 billion.

New World originally proposed building a 500-room five-star hotel as part of its New World Centre extension in the late 1990s which also involved knocking down the 130,000 sqft East Wing office building. However, the plan was postponed when the local economy slowed after the regional financial crisis.

New World Centre, covering a site area of 424,000 sqft, is a residential-hotel-commercial complex providing a floor area of about 2.52 million sqft.

"We are now reviewing the project as demand for hotel rooms increases," the spokesman said.

New World operates three five-star hotels in prime tourist districts - the 542-room New World Renaissance Hotel in Tsim Sha Tsui, the 860-room Renaissance Harbour View Hotel in Wan Chai and the 570-room Grand Hyatt, also in Wan Chai.

It is also building a 320-room hotel in Hanoi Road, Tsim Sha Tsui, as part of a one million sqft redevelopment project by the firm and the Urban Renewal Authority.

Hong Kong has been a magnet for top-tier hotels in the wake of the economic recovery and the imminent opening of the Disneyland theme park next month. Central saw the opening of the Landmark Mandarin Oriental yesterday and the Four Seasons is due to open next month.

"There is still demand for more luxury hotels in Tsim Sha Tsui," the spokesman said.

Last week, New World notified the tenants of the East Wing Tower that they would be required to move out for the proposed hotel project.

Existing tenants would be given six months' notice under a break clause in the lease and New World is not required to pay them compensation.

【明報專訊】新世界發展即將啟動的尖沙嘴新世界中心局部重建項目(30米至最高265米、70層高),有市民向城規會提交申述,建議政府退還補地價,以中止該項目。

地政總署 向城規會提交文件認為,由於已與發展商修改地契,政府不能單方面取消以及將地價歸還了事。

項目地積比增至8倍

地政總署指出,地契條款及修改地契的文件,是政府與土地持有人的有約束力合約,政府不能取消合約及歸還地價了事,而且政府亦無現行政策,容許這樣做。

現時尖沙嘴新世界中心建築群地積比為5.89倍,於98年新世界補價5.13億元,增加約100萬方呎(主要為酒店)樓面,地積比增至8.21倍。項目原於貼近星光大道的一長條形狀地皮,加建一幢112米(約35層高)酒店。

及至2001年,新世界申請將整幅地皮地契中的高限(除了112米的位置)撤銷,及後規劃署 認為撤高限以及原先112米的屏風設計,均屬不理想。經協商後,政府同意將樓面撥至東面離海邊相對遠的位置,興建一座地標建築,令高度可漸次遞增。

本年4月,新世界並再補地價9.25億元,以落實新設計。城規會本月決定維持該地30至265米高限,即該新項目已「定案」。

屋宇署上月就該項目批出建築圖則,可建一幢63層酒店連商業項目,並設有3層地庫,總建築樓面逾130萬平方呎。

$3b plan for east wing of New World Centre

New World Development (0017) plans to invest up to HK$3 billion to redevelop the east wing of New World Centre in Tsim Sha Tsui, director of corporate affairs Kwan Chuk-fai told reporters yesterday.

"Details of the project are still under discussion but the total investment is expected to be about HK$2 billion to HK$3 billion," said Kwan.

He said the Buildings Authority recently approved NWD's proposal to redevelop the area into a 63-story hotel with commercial property and a three-level basement, with gross floor area of more than 1.3 million square feet.

"The location currently comprises a carpark and an office building," Kwan said. "All tenants have moved out and demolition work is expected to start within months."

NWD plans to raise a one-off loan of HK$1.35 billion for a three-year term to finance the renewal of the bus fleet for its transportation business, Kwan said.

He denied market talk that the developer will launch the remaining 900 units of residential project Harbour Place within two weeks at a slashed price to boost sales. He said those flats will be launched in accordance with the market situation.

Harbour Place was developed by NWD's infrastructure and services unit NWS Holdings (0659) and Sun Hung Kai Properties (0016).

Foot traffic at New World Centre during Lunar New Year recorded double-digit growth, said Raymond To, executive director of the NWS property management arm, KLPS Group.

He said occupancy rate of the west wing office building and shopping mall at New World Centre stayed above 90 percent and he is optimistic about the retail market in the second half. He expects shopping mall rents to stabilize this year.

To said the occupancy rate of the serviced apartments at New World Centre is about 75 percent, dropping 10 percent after the financial tsunami.

Shares of New World Development slid 3.74 percent yesterday to HK$7.20.

63層高酒店連寫字樓 數月內動工 新世界中心30億重建摩廈

新世界旗下尖沙嘴新世界中心東翼重建項目,早前已獲屋宇署批出項目圖則,將斥資二十億至三十億元重建,建築工程會在數月內舉行,發展成酒店連商業項目;而系內與新地合作的紅磡海濱南岸,現尚餘九百伙待售,未有意減價發售。

新世界企業事務總監關則輝表示,新世界中心東翼重建項目,總投資額介乎二十億至三十億元,目前舊租戶經已搬遷,物業會在數月內動工拆卸,雖然早前已獲屋宇署批出圖則,但項目的發展細節尚未落實。

涉樓面逾130萬呎

由屋宇署上月批出建築圖則顯示,項目可興建一幢六十三層高,設有三層地庫,屬酒店連商業項目,涉及樓面逾一百三十萬方呎。

至於與新地合作的紅磡海濱南岸,關則輝指,項目尚餘九百伙待售,會按市況推售,未有減價打算,同時,相信該盤大部分的買家可成功上會。

市場消息指,使用建築期付款的買家,須在上月二十九日(年初四)全數上會,據悉,目前約有百餘名買家尚未上會,單位或有機會被發展商殺訂重售,或追收差價。此外,有消息指,目前有大手買家正申請延期。

而系內何文田衛理苑,會根據原定部署推出。另外,他認為本年樓市將平穩發展,全年樓價約有半成升跌。

此外,僑樂房產執行董事杜志文表示,新世界中心商場在新春假期間,約有一成人流增長,目前寫字樓及商場出租率更逾九成,至於商場的租金,將平穩發展,並不會出現大幅度加租情況,同時看好下半年的零售表現。

籌組13.5億貸款

杜志文稱,新世界中心的服務式住宅,在金融海嘯出現後,出租率錄得約一成跌幅,現時整體出租率達七成半。

關氏再指,集團旗下新創建交通服務,早前已籌組約十三億五千萬元的一次性貸款,為期三年,同時也認為,雖然巴士業務現金流強勁,但也有一定負債,有關的貸款,主要用作更新車隊。

I sure hope the New World Centre building will be located near the Hyatt Regency skyscraper. However, I do not know the building it will replace.

發展局前副秘被指失職

【明報專訊】多個政府部門去年對前高官梁展文加入新世界中國的申請開綠燈,其中一個「開綠燈」的官員發展局前副秘書長麥駱雪玲昨日在立法會專責委員會聆訊作供時,把責任推給提供梁展文資料的屋宇署,指該署當時沒提供紅灣半島發展圖則更詳細的資料。她又3次表示,回望事件她應向部門多加追問、請示上級意見和詢問地政總署意見,但承認她有最終把關的責任。

麥太昨提供最新書面供辭,交出新世界附屬公司紅灣半島計劃、尖沙嘴新世界中心重新發展規劃向政府提交建築圖則的時間表,後者在去年2月展開,直至今時今日仍在與政府交涉。

公民黨吳靄儀質疑麥太失職,因為屋宇署已向她指出政府與新世界有關建築圖則的關係,吳認為梁展文申請入職新世界中國,與母公司新世界關係密切,這會惹起公眾負面觀感。

沒請示上司楊立門

麥太則反駁說,有關建築圖則的時間表是因應聆訊向屋宇署索取,但去年她問屋宇署時,對方並沒有這般詳細資料:「我當時沒懷疑過屋宇署是會保留這些資料(發展圖則的時間表),或故意不把事實講晒畀我們聽……當時我是否應(向屋宇署)再問得仔細一些,這點我同意。」

麥太當時因常任秘書長楊立門告病假而署任常秘一職,麥太並沒有就處理申請請示楊立門,她說:「現在回望,我是應該問他,才作出決定。」她又指出,事後沒有向楊立門交代此事,楊立門亦從沒就此事找過她。

民建聯副主席劉江華質疑麥太為何遺漏了向地政總署詢問有關梁展文申請轉職的意見,麥太表示她當時應向地政總署查問,但指梁展文申請的工作地點在內地,梁氏亦沒有做過地政總署署長,所以她沒有詢問地政總署。

劉江華又問梁展文事件去年8月1日曝光後,至16日梁展文和新世界解約,其間有沒有官員就此事跟她聯絡,麥太回應說:「可能有,可能無,記不起。」

I haven't picked up much from this project at all. I see parts of New World Centre are now under scaffolding, but am not sure whether it is making way for the new supertall. Any other HK forumers with more info?

尖咀設高限 建摩廈機會降

香港經濟日報

市民環保意識日益高漲,在反對屏風樓聲音下,政府續於各區設下建築物高度限制,相信未來尖沙咀一帶,能出現如河內道項目高度的摩天住宅的機會,大大降低。

於尖沙咀、紅磡一帶,雖然已有數個項目準備發展,但在高度限制下,日後批建摩天住宅的機會較渺茫。就以位於紅磡灣填海區的D1地盤為例,其高度限制已設於主水平基準以上100米。

然而,資料顯示,未來區內仍有個別商廈及酒店項目,其高度有望與河內道看齊。當中,早前獲屋宇署批准重建成63層商廈的新世界中心,其高度就與河內道看齊。另外,海港城港威3期重建項目,獲批建一幢96層高商廈及酒店,更有望成為繼九龍站環球貿易廣場(ICC)、國金2期(IFC)後,全港第3高的建築物。
