Chamber ready to join hands with Railways

MADURAI: The Tamil Nadu Chamber of Commerce and Industry has expressed willingness to execute public- private partnership (PPP) projects with the Indian Railways.

A chamber delegation comprising senior president S. Rethinavelu, president N. Jegatheesan and other office-bearers took part in a meeting of industry leaders and business chambers organised at New Delhi by the Railway Ministry recently.

The delegates told Railway Minister Mamata Banerjee that the chamber was ready to work jointly towards establishing warehouses and cold storage facilities to ensure food safety and security.

Construction and maintenance of shopping complexes and permanent convention centres in railway lands, especially above railway platforms, besides enduring hygiene at railway stations were some of the other projects that the chamber was keen to take up.

The Minister told the participants that the Railways had decided to execute several railway infrastructure projects such as laying of tracks and manufacturing of wagons and coaches through PPP mode, Mr. Jegatheesan said.

Allocation of funds


The chamber also reiterated its demand seeking adequate allocation of funds for major ongoing railway projects in Tamil Nadu. It also sought an additional express train between Madurai and Bangalore as there was only the Tuticorin-Mysore express connecting the two cities now.

Mr. Jegatheesan suggested that the Railways could consider introducing a system of scrolling the movement positions of trains inside the compartments of all express trains. This facility would be a boon to passengers who alight from trains en route from long distance express trains, stated a chamber press release.

Question Request for adequate fund allocation for major ongoing railway projects

The Tamil Nadu Chamber of Commerce and Industry delegation, comprising of Mr S. Rethinavelu, senior president, Mr N. Jegatheesan, President, Mr J. Rajamohan, Secretary and Mr N. Senthilanthan, Executive Committee member, emphasised in a pre-budget interaction, held at New Delhi, on Saturday, for adequate fund allocation for major ongoing railway projects in Tamil Nadu, among which are included Dindigul-Pollachi broad gauge conversion, Manamadurai-Virudhunagar new broad gauge line and Shencotta-Punalur broad gauge conversion. The other demands made by the delegation include extension of Jodhpur-Chennai express via Ahemedabad to Nagercoil.

Southern Railway has written to CRS for inspection of the track

CHENNAI: The newly converted broad gauge line between Villupuram and Mayiladuthurai will be opened for passenger traffic by next month. Southern Railway had already written to the Commissioner of Railway Safety (CRS) for inspection of the track.

Upon getting safety clearance certificate, passenger traffic will be introduced in the section.

Already, the track is being utilised for goods traffic, according to Southern Railway General Manager Deepak Krishna.

Addressing reporters here on Monday, Mr. Krishna said that in order to clear heavy waiting lists in popular trains, Southern Railway had introduced special trains, besides increasing the number of coaches.

Last year, the zone had provided two lakh additional berths to clear the heavy rush of passengers during peak seasons.

Admitting that maintenance of coaches was still a cause for concern, the General Manager said all coaches were periodically disinfected and cleaned. But owing to linking of trains, extension of train services and introduction of new services, the administration found it difficult to keep the coaches clean. Moreover, time duration between the link was less to undertake cleaning.

The administration had written to the Railway Board to allot more coaches for the zone and also for change of link to provide sufficient time for cleaning the coaches. He said soon a centralised laundry would be set up in Chennai to improve the quality of linens and bed-sheets being supplied to passengers.

Periodic overhauling
Mr. Krishna, who earlier inspected some of the coaches with additional passenger amenities after their periodic overhaul, said some of the features would be incorporated in the coaches during their periodic overhauling.

SALEM: Saying that Salem Railway Division and Salem Junction are being neglected, the Leigh Bazaar Merchant Association has urged the Railway Ministry to extend express trains to Salem and introduce new express trains between Salem and Coimbatore.

In a memorandum to the Union Railway Minister, Association Director and Zonal Railway Users Consultative Committee member G. Hariharan Babu said that the Railway administration while extending many trains to Kerala could also extend the same to Salem. He pointed out that there was no train from Salem to southern districts.

The trains, he pointed out that could be extended to Salem included Chennai-Arakonam Express, Chennai-Tirupathur Yelagiri express, Bangalore-Dharmapuri passenger train, Tirunelveli-Erode passenger, Coimbatore-Erode passenger and Senkottah-Erode passenger trains. Mangalore – Kannanur train also could be extended up to Salem, which would benefit a large number of people in Salem, Namakkal and other neighbouring districts. He said that the administration’s claims that Salem had inadequate yards to keep the trains were far-fetched. Many satellite stations such as Town Railway Station, Sevvapet, Danishpet, Karuppur etc had adequate tracks to keep these trains.

He also wanted the coaches of Salem – Chennai Egmore express train, which were kept idle for over 15 hours in a day, to be run between Salem and Coimbatore. This service would benefit a large number of people in the Western region, which has many industries that registered tremendous growth in the recent past.

Mr. Babu suggested that the Mettur-Salem-Erode passenger be extended up to Coimbatore. Similarly the coaches of the Yercaud Express could be utilised to introduce a new service between Erode and Bangalore during day time.

The Railways should take steps to operate new trains to important places in Southern districts from Salem. Currently a few trains were being operated to Southern parts of Tamil Nadu from Salem, he pointed out.

He urged the Railway ministry to speed up the implementation of Salem – Karur new railway line project and urged the ministry to rename the Chennai-Delhi express after Semmozhi Tamil Express to commemorate the World Classical Tamil Conference scheduled at Coimbatore in June.

Doubling work between Villupuram and Tiruchi complete in Three years

Accompanied by senior railway officials, the General Manager inspected various railway infrastructure and passenger amenities in the section. He also met people from various quarters who demanded two trains announced in the budget – Rameswaram-Bhubaneswar and Rameswaram-Varanasi.

Mr. Krishan said that these two trains would be introduced on getting safety clearance from Commissioner of Railway Safety to operate passenger trains on the newly converted Villupuram-Mayiladurai broad gauge section. Clearance was expected by March, he added.

The General Manager also said that the railways would consider taking up critical portion as a “patch doubling” between Ichangadu and Ariyalur as part of the doubling work taken up between Villupuram and Tiruchi.

Stating that Rail Vikas Nigam Limited had been awarded the work, he said the Southern Railway would assist it in every possible way to increase the capacity in the section expecting more cement movement and traffic from the Karaikal port. The work is expected to be completed in three years.

The Divisional Railway Manager, Anil Singhal, and other officials were present.

That is a bullet news. It will take 10years with SR's track record. If we implement Coimbatore-Irugur project record, then it would be nearly 200years.

This Dinamalar article says that steel angles (irumbu aangilgal) have been kept near Tirupparankundram and Alagappan Nagar Railway gates, as part of the Madurai-Kanniyakumari electrification.

It also says, TPJ-DG electrification is over and trials are being run.

Work is going on between DG-Samayanallur.

Road overbridge work gaining momentum on Ramamoorthy Road in Virudhunagar

VIRUDHUNAGAR: Construction work of the road overbridge across the railway line at Ramamoorthy Road here has gained momentum after the project was handed over to the State Highways NABARD and Rural Roads Wing recently.

Commencement of construction work of the Rs.20.53-crore project, which was sanctioned in 2008, had been delayed for more than two years.

This gave room to allegations that a local VIP had been stalling the project with “vested interest” and was trying to shift the ROB to elsewhere.

Sources in Highways Department said that the delay was due to “over-loaded work” for the Projects Wing of the Department, which was entrusted with the work.

“Now that it has been transferred to the NABARD and Rural Roads Wing, it will go on a faster pace. The project will be implemented at Ramamoorthy road as per the Government Order,” an official said.


NABARD and Rural Roads wing Superintending Engineer, Samuel Ebenezer Jebaraj, and Assistant Divisional Engineer and other Highways officials inspected the project site on Fridays.

The road alignment and the estimate of the 390-metre long bridge was under preparation. And it would be sent to the Chief Engineer, Chennai (NABARD and Rural Roads Wing) for clearance.

The work which is expected to start in any six months would be completed in around 12 months.

Demand for a ROB over the Madurai-Maniyachchi railway line has been there for many years as the level crossing gate has been closed innumerable times with the increasing number of trains services on this section.

The Virudhunagar MLA, N. Varadarjan, said that many critically ill and injured patients had lost their lives as they could not be rushed to the Government hospital for medical care on many occasions as the railway gate remained closed for train movement.

Office-goers and students suffered a lot as they could not reach their destinations on time most of the days, he said.

It has been delayed for more than two years. Project is transferred to NABARD

தெற்கு ரயில்வே துணை தலைமை வணிக மேலாளர் வீரநாராயணன், சென்னை கோட்ட வணிக மேலாளர் ஜெயராஜ் ஆகியோர் முன்னிலையில் நேற்று மாலை ரயில் பெட்டிகளில் சரக்குகள் ஏற் பட்டன.சூப்பர் பாஸ்ட் சரக்கு எக்ஸ்பிரஸ் ரயில் போக்குவரத்து குறித்து ரயில்வே அதிகாரிகள் கூறியதாவது:ஒவ்வொரு வாரமும் ஞாயிற்றுக் கிழமை அதிகாலை 00.15 மணிக்கு சரக்கு ரயில் இயக்கப்படவுள்ளது. நாளை(இன்று) இயக்கப்படும் சரக்கு ரயிலில் கூலி தொழிலாளர்கள் பிரச்னை மற்றும் சில காரணங்களுக்காக போதிய அளவு சரக்குகள் இல்லை. இருப்பினும் வெள் ளோட்டமாக இயக்கப்படவுள்ளது. சூப்பர் பாஸ்ட் சரக்கு ரயில் 37 மணி நேரத்தில் டில்லியை சென்றடையும்.

சரக்கு ரயிலில் 15 பெட்டிகளும், ஒரு "கார்டு' பெட்டியும் இருக்கும். ஒரு பெட்டியின் சரக்கு கொள்ளளவு 23 டன். ஒரு பெட்டி மூலம் ஒரு லட்சத்து 18 ஆயிரத்து 991 ரூபாய் வருமானம் கிடைக்கும்.சரக்குகளை அனுப்புவோர் சனிக்கிழமை மாலை 6 மணிக்குள் ராயபுரம் ரயில்வே சரக்கு அலுவலத்திற்கு கொண்டு சேர்க்க வேண்டும்.சரக்குகள் மிகவும் பாதுகாப்பாகவும், குறித்த நேரத்தில் சென்றடைவதால் சூப்பர் பாஸ்ட் சரக்கு எக்ஸ்பிரஸ் ரயிலின் வரவேற்பு அதிகரிக்கும் என எதிர்ப்பார்க்கிறோம்.இவ்வாறு அதிகாரிகள் கூறினர்.

Feb. 22: Though the new railway budget is only hours away, Southern Railway is yet to put on track Mamata Banerjee’s 2009 budget promises such as elevation of select stations to ‘world class’ standards, implementation of Adarsh stations and anti-collision systems.
The previous budget had also promised improvement in basic amenities and steps to reduce queues in reservation counters, but railway stations are yet to become people-friendly.
“Mamata promised the development and upgrading of railway stations in the suburban section such as Avadi, Chennai Beach, Chetpet, Chrompet, Tiruvallur etc under the Adarsh station project,” said Mr T. Sadagopan, a consumer activist. “Till date these stations have not seen any sort of improvement. “
He pointed out that the promise to transform Chennai Central to world-class level had also been forgotten. “What is the point of announcing something if they are incapable of implementing it?” he asked.
“Southern Railway is also lagging behind in the announced gauge conversion front with Villupuram-Mayavaram, Mayavaram- Nagapattinam not yet getting completed,” added Mr Sadagopan. “Gauge conversion of Dindigul- Coimbatore line is pending because of lack of funds.”
Mr T. Ravikumar, president of All India Train and Bus Passengers Association, pointed out that the anti-collision system, an important safety device to prevent accidents, was yet to be implemented in the zone.
“Similar is the case with the railway minister’s promise to reduce queues,” he said.
A senior official from Southern Railway headquarters pointed out that that most of the projects got delayed because of lack of funds and delay in land acquisition.
“Gauge conversion, doubling and introduction of new lines require funds and we have appealed to the railway board to allot more funds,” he adds.
Mr R. Ramanathan, chief administrative officer of Southern Railways, said that making stations world class was a long-drawn out process that would take years to complete.
“We have already conducted several sittings with the Chennai Metropolitan Development Authority and have enlisted consultants,” he added. “It is already on the go, but would take some years.”
“For Chennai Central , a network of underground commuter passage ways linking the upcoming Metro Rail, suburban rail, MRTS is just one of the many ideas that we are planning. Development of Tambaram station to a large terminus, shifting of train maintenance shed from Central to Korukkupet, demolition of salt quarters and adding it to the present facilities are all being considered for this project,” he added.
The divisional railway manager (DRM), Mr S.K. Kulshrestha, also claimed said that 99 percent of the new services announced in Rail Budget 2009 had been introduced and only two were pending.
Duronto Express, Ladies Special, Bilaspur-Tirunelveli express Kanyakumari Rameswaram express and Shornur-Nilambur daily were some of the new services announced and which are already running. The pending ones are Kamban express and Cholan express, due to delay in Villipuram gauge conversion. These services will commence soon, DRM said. He added that Adarsh station work will begin soon.

CHENNAI: Starting Mumbai-bound trains from Egmore, funds for a new line to Sriperumbudur and approval for 25 projects figure prominently in the Southern Railway's wishlist for the budget, which will be presented in Parliament on Wednesday.

The list also includes regularization of some special trains and more money for ongoing projects. Some of the sanctioned projects that require funds are — Dindigul-Pollachi broad gauge conversion, a new broad gauge line from Manamadurai to Virudhunagar and a new line from Madurai to Ernakulam via Kottayam.

Southern Railway is expecting the ministry to allot funds for the Rs 1,000-crore line to Sriperumbudur, part of the survey for 25 new lines carried out across the state. It is also looking forward to more allocation for the Velachery-St Thomas Mount MRTS project.

"We received Rs 1,223 crore last year. A large part of it has already been spent on ongoing projects, and the rest will run out in March," a senior railway official said.

Southern Railway introduced six trains, extended three others and increased the frequency of a train from tri-weekly to six days. Works have started on infrastructure improvement projects announced in the last budget, including model railway stations.

A new line from Nagore to Velankanni and gauge conversions between Vellore-Tiruvannamalai-Villupuram, Podanur-Coimbatore, Quilon-Punalur and Villupuram-Cuddalore-Sirkazhi-Mayiladuthurai will be completed by March.

NAGAPATTINAM: The Dravida Peravai has sought a green signal for the East Coast Chennai-Cuddalore rail link in the forthcoming railway budget. The project, which was conceived as a component of the ambitious project to connect Chennai to towns along the East Coast up to Kanyakumari, envisages a new line from Chennai to Cuddalore via Mamallapuram and Puducherry.

The Peravai has sought a go-ahead for this part of the link that envisages a cost of Rs.523 crore.

The 179-km approved alignment would take off from Perungudi station on the Mass Rapid Transit System (MRTS) and traverse between Old Mahabalipuram Road (OMR) and East Coast Road (ECR) before reaching JIPMER at Puducherry and Cuddalore (from Perungudi, the line would pass through Sholinganallur, Kovalam, Tiruporur, Mamallapuram, Kalpakkam, Kuvathur, Cheyyur, Marakanam, Kunimedu, Kuiyilappalayam, and Jipmer in Puducherry, Bahour, Varakalpattu, Tirupadiripuliyur and Cuddalore Fort). The railway line would run on an embankment.

According to the Peravai, surveys on passenger feasibility have stated viability of the project considering the heavy passenger traffic from Chennai to Puducherry and Cuddalore, and the developments along the OMR and ECR.

The Railway Board had approved it and it was included in the supplementary budget of 2007.

சென்னை - கடலூர் ரயில் பாதை திட்டம் முடக்கம் : தமிழக, புதுச்சேரி அரசுகளின் மெத்தனமே காரணம்

பொருளாதார முக்கியத்துவம் வாய்ந்த சென்னை - கடலூர் கடற்கரை புதிய ரயில் வழித்தடத்திற்கு, கடந்த மூன்று ஆண்டுகளாக மாநில அரசுகள் நிலம் கையகப்படுத்தி தரவில்லை என்பது, தமிழகம் மற்றும் புதுச்சேரி மாநிலங்களின் முன்னேற்றத்திற்கு முட்டுக்கட்டையாக உள்ளது. தற்போது, ரயில்வே பட்ஜெட் வர உள்ள நிலையில் மாநில அரசுகள் ரயில்வே பாதை அமைக்க தேவையான நிலங்களை கையகப்படுத்தி தர நடவடிக்கை எடுக்க வேண்டும்.

தமிழகத்தின் தலைநகரான சென்னை மாநகரை, மாநிலத்தின் பிற மாவட்டங்களோடு சிறப்பான சாலை மற்றும் ரயில் பாதைகள் மூலம் இணைத்தால் மட்டுமே, நல்ல பொருளாதார வளர்ச்சி கிட்டும். இதை கருத்தில் கொண்டு, தற்போது தமிழகத்தில் உள்ள முக்கிய சாலைகள் அனைத்தும் இந்திய நெடுஞ்சாலை ஆணையம் மற்றும் மாநில நெடுஞ்சாலை துறை ஆகியவற்றின் உதவியோடு, நான்கு வழிச்சாலைகளாக மாற்றப்பட்டு வருகின்றன. இந்த வகையில், சென்னை - புதுச்சேரி - கடலூர் வரையிலான கிழக்கு கடற்கரை ரயில் பாதை திட்டம் குறித்து கடந்த இரண்டு ஆண்டுகளுக்கு முன் ஆய்வு செய்யப்பட்டது.

இத்தடத்தில், பயணிகள் போக்குவரத்து குறித்த ஆய்வில் கடந்த சில ஆண்டுகளாக சென்னையில் இருந்து புதுச்சேரி மற்றும் கடலூர் ஆகிய நகரங்களுக்கு செல்லும் பயணிகளின் எண்ணிக்கை கணிசமாக அதிகரித்துள்ளது தெரிய வந்துள்ளது. எனவே, கிழக்கு கடற்கரை ரயில் திட்டம் செயல்படுத்தினால் ரயில்வே துறைக்கு நல்ல வருமானம் கிடைக்கும். இத்திட்டம் நிறைவேற்றப்படும் போது சென்னை மாநகரமும், சர்வதேச சுற்றுலா தலமான மகாபலிபுரமும் மின்சார ரயில் போக்குவரத்து மூலம் இணைக்கப்படும். இதனால், சுற்றுலா பயணிகள் மட்டுமல்லாமல், இத்தடத்தில் உள்ள அனைத்து கிராமங்களும், நகரங்களும் ரயில் போக்குவரத்து வசதியைப் பெறும் என்பது குறிப்பிடத்தக்கது.

இந்த கிழக்கு கடற்கரை ரயில் பாதை பெரும்பாலும் கடற்கரையை ஒட்டியே செல்கிறது. இதனால், இத்திட்டத்திற்கு நிலம் கையகப்படுத்தும் நடவடிக்கையில் பெரிய அளவில் பிரச்னைகள் இருக்காது. ரயிலில் பயணம் செய்பவர்கள் கடல் அழகை ரசித்தபடி பயணம் செய்ய முடியும். சென்னையில் இருந்து அதிகபட்சமாக இரண்டு மணி நேரத்தில் கடலூரை அடையலாம். சென்னை நகரில், கிழக்கு கடற்கரையை ஒட்டியுள்ள வேளச்சேரி வரை தற்போது ரயில் பாதை அமைக்கப்பட்டுள்ளது. எனவே, கிழக்கு கடற்கரை ரயில் பாதை திட்டம் வேளச்சேரியை அடுத்துள்ள பெருங்குடியில் இருந்து துவக்க திட்டமிடப்பட்டுள்ளது.

முதற்கட்டமாக, பெருங்குடியில் இருந்து புதுச்சேரி வழியாக கடலூர் வரையில் கிழக்கு கடற்கரை ரயில் திட்டத்தை நிறைவேற்ற முடிவு செய்யப்பட்டுள்ளது. இதன் மொத்த தூரம் 179 கி.மீ., ஆகும். பெருங்குடி துவங்கி, சோழிங்கநல்லூர், கோவளம், திருப்போரூர், மகாபலிபுரம், கல்பாக்கம், கூவத்தூர், செய்யூர், மரக்காணம், கூனிமேடு, குயில்பாளையம், புதுச்சேரி, போகூர், வரக்கால்பட்டு வழியாக கடலூர் வரை இந்த ரயில் பாதை செல்லும். கிழக்கு கடற்கரை ரயில் திட்டத்திற்கான அனுமதியை ரயில்வே போர்டு கடந்த 2007ம் ஆண்டு தனது துணை பட்ஜெட்டில் வழங்கியுள்ளது. சென்னை நகரை, கிழக்கு கடற்கரை சாலை மூலமாக கடலூருடன் இணைக்கும் புதிய ரயில் திட்டத்திற்கான வடிவமைப்பு, ஆய்வுகளும் நிறைவடைந்துள்ளன. மொத்தம் 523 கோடி ரூபாய் மதிப்பிலான இத்திட்டத்திற்கு, ரயில்வே போர்டும் அனுமதியளித்துவிட்டது. ஆனால், இத்திட்டத்திற்கு தேவைப்படும் நிலத்தை தமிழக அரசு இதுவரை கையகப்படுத்தி தரவில்லை. இதனால், இந்த திட்டம் இதுவரை தொடக்க நிலையிலேயே நின்றுபோய் உள்ளது.

இதுகுறித்து, ரயில்வே பொது மேலாளர் தீபக் கிருஷன் சமீபத்தில் பேட்டி அளிக்கையில்,"சென்னை - கடலூர் புதிய ரயில் பாதை திட்டத்திற்கு மாநில அரசுகள் இதுவரை நில ஆர்ஜிதம் செய்து தரவில்லை. இதனால் இத்திட்டத்தை செயல்படுத்த முடியவில்லை' என்று கூறியுள்ளார். பொளாதார முக்கியத்துவம் வாய்ந்த இந்த ரயில் வழித்தடத்திற்கு கடந்த மூன்று ஆண்டுகளாக மாநில அரசுகள் நிலம் கையகப்படுத்தி தரவில்லை என்பது தமிழகம் மற்றும் புதுச்சேரி முன்னேற்றத்திற்கு முட்டுக்கட்டை போடும் செயலாகும். ரயில்வே பட்ஜெட் வர உள்ள இந்த நேரத்திலாவது நிலம் கையகப்படுத்தும் பணியை சம்பந்தப்பட்ட மாநில அரசுகள் விரைவு படுத்தினால் வரும் ஆண்டிலாவது சென்னை - கடலூர் ரயில் திட்டத்தை துவக்க முடியும்.

Though Madurai City Jn has got modernised, the other stations in the city are dumped with wastes and looks ugly with no facilities like east madurai, TPK, Smayanallur, Vadipatti etc..

Any guesses on the railway budget?

Any guesses on the railway budget to be presented tomorrow?

Any new traines from TN? Surely there will be but they may be from chennai to other parts of the country.

Will there will be sufficient fund granted for the gauge conversion of the villupuram - dindugal track? More funds for the karur - salem new line?

Will ML trains start at the earliest?

Any more GC/new line to happen?

Any extension of trains (atleast from chennai to south tn)?

I am always wondering why the SR officials completely forget to mention the Karur - Salem new BG project. It hardly finds a place when such press releases or appeals are made. With no doubt, it is one of the vital projects, that can cut short the distance between Trichy / Madurai / Tuticorin / Nagercoild and Salem / Bangalore and beyond by around 70km, and can save more than an hour of travelling time. It will also pave way to new trains to be run to Southern TN, as the highly saturated Salem - Erode section is one of the major reasons for not running new trains to South TN.
This project has been going on and on for several decades with only less funds allocated in every budget, which is not even sufficient to be corrupt.
This project needs a good fund allocation this time, and authorities should see this project completed at least in 3 years.
