Did you even read what Positron posted? He does want speed control but more as in section control and not as in standard speed cameras.

What time of year were those taken? Because if that's what the southernmost state of Brazil looks like during the Southern Hemisphere's equivalent of January, that's not bad.

Yes, actually. I hate winter.

You've got some growth on the trees, and there's one that stands out with bright purple flowers.... Looks like a cross between late fall and early spring here.

We get those in the US too.

Presumably, the reason it was showing 12 km/h is that the driver was really moving that slowly - heavy traffic, had just started after the light changed, whatever.
