Which part has been widened? SP-021 (Rodoanel) - SP-041 (connection to Anchieta) ?

It appears that only one direction has been widened, is this southbound or northbound? Google Earth imagery is not up-to-date in this area.

Northbound lanes only.

This is for a reason: on busy weekends and holidays, there is a very high directional flow of people going out or in to Sao Paulo leaving/coming to the coast. They invert the direction of the (usual) southbound lanes over the mountains to cater to northbound traffic. This means 3+3 = 6 lanes that choked into just 4. This widening avoids creating congestion on tunnels.

Quatro das 15 obras de arte da Rodovia do Parque estão próximas de serem finalizadas. A mais recente que se prepara para ser concluída é a elevada da Vila Dique de Canoas, com mais de dois quilômetros e meio de extensão.

Em março, ela estava 72,74% finalizada. Nesse período, as máquinas ainda precisavam desviar de alguns barracos que ainda permaneciam na região. Mas, a partir de abril, com a retirada das últimas moradias da Vila Dique, o ritmo dos trabalhos aumentou. No último levantamento realizado, a elevada já está 91,23% pronta.

Junto do viaduto com a BR-116 e RS-118, que está 95,12% concluído, viaduto da Bianchini, 95,28% pronto, e do viaduto de acesso a Freeway, que já tem 92,34% dos trabalhos finalizados, a obra da elevada de Canoas se aproxima do fim. Ela ajudou a aumentar o índice de conclusão do lote 3, que já é de 78,35%. O lote 2 é o mais avançado: 78,65%; e o lote 1 o mais atrasado: 76,79%.

O relatório do mês de maio demonstra que a BR-448 já está 78,04% pronta. O valor investido já é de R$ 1 bilhão de reais (mais precisamente R$ 1.004.422.420,88). Os 22,34 quilômetros devem ser entregues em dezembro de 2013.

Why Paraná and not Goiás? The federal government is building 300 km of useless two additional lanes in Goiás, while Paraná has absurd highways like PR 323, PR 445, BR 369, BR 376, etc.

Works to add two lanes on a 17 km section of PR-445, cutting through the urban areas of Londrina (515,707 inh., 234,638 cars) and Cambé (98,024 inh., 33,845 cars). Maybe the most ridiculous two-lane road in the country:

Eu e uma colega minha fomos a um evento no parque de exposições semana passada, e ela perdeu a saída e pegou esse trecho norte da PR-445, e também é uma loucura, abarrotado de caminhões. Mas enfim, eu, como sempre, sou muito cético.

Unfortunately no, Positronn. The only news regarding this, are a possible 5 km addition northwards (up to Jardim Ana Rosa, upper left on the map). During the harvest, there are truck lines of tens of kms in this area, many of them coming from Mato Grosso state.

There were talks to upgrade BR-369 in its urban section (Av. Brasília, the ugliest thing in Londrina). Believe it or not, there are traffic lights there. Also, there are plans to expand Av. Saul Elkind (up in the map), linking the Ibiporã bypass (east) to the PR-445 in Cambé (Jd. Ana Rosa), but I don't think that would be a option for people who are just passing by (for instance, São Paulo-Foz do Iguaçu).

And finally, they need to improve BR-369 in the urban areas of Arapongas and Apucarana (or build bypasses). One takes over an hour to drive the 50 km between Downtown Londrina and Downtown Apucarana. It's just too ridiculous.

In any case, I don't think a "metropolitan bypass" would work either, as the 6 cities (Apucarana, Arapongas, Rolândia, Cambé, Londrina and Ibiporã) pretty much form a "linear metro area", similar to Porto Alegre's. I can't imagine a layout that could work. The best solution is to improve, to add more lines on the current highways.
