But how much of that traffic has Maringa as its final destination?

It is absurd the idea of converting a new grade-separated highway into some regular city avenue with traffic lights and pedestrian traffic as you suggest. There are already collector lanes through it to deal with local traffic.

Let's analyse possible through traffic scenarios in Maringa, considering traffic coming from BR-376 (Sarandi)

to PR-317 (Floresta): northern ring road is irrelevant | Driving southern ring road: southern ring road 13,5 km | Alternative crossing downtown, dealing with traffic ligths and urban traffic: 14,8km

to PR-323 (Paiçandu): northern ring road is irrelevant | Driving southern ring road: southern ring road 13,9 km | Alternative crossing downtown: 13,8km

to BR-376 West (Mandafuaçu): Driving northern ring road: 18,4km | Alternative crossing downtown: 12,1km

to PR-454 (Astorga) Driving northern ring road: 9,8km | Alternative crossing downton: 10,4km

So the northern ring road is not bad, even for diametrical crossing it only adds 6km and saves drivers from 7 traffic lights + 22 crossings + u-turns + all aggravation of urban traffic (pedestrian, bicycles etc) - a no brainer since no tolls are involved.

My take is: Maring is at the west end of a linear macro-region that has heavy traffic, for which BR-376 is its major thoroughfare. The northern ring roads does the job of allowing through traffic to bypass city streets, but the problem of traffic in Maringa is caused by having just one 2-lane low-performance expressway linking it with the rest of its macro-region

Many, but not everybody as pics suggest. The whole traffic from Paraguay, the very populated (and with a very big car fleet) western Paraná, northern Paraná to São Paulo crosses Maringá. Same goes for people from northwestern Paraná bound to Curitiba/Santa Catarina beaches.

Basically people are not accessing it as they already spent too much time crossing Sarandi so they don't want to drive a distance twice as bigger (thanks to the tight bypass design) and prefer to take a deep breath and face Colombo Avenue.

I didn't talk about traffic lights, but access in different levels. All avenues crossing it should have an access into it to increase its use as an urban freeway.

It's indeed an aberration. Some weeks my brother has to work on Maringá and he usually takes almost an hour between Downtown Maringá and the end of Sarandi urban area, heading back to Londrina.

As the distances I calculate showed, the worst case scenario involves a 12km trip turned into a 18km trip (for through traffic). 50% increase, yes; double the length, no.

In any case, the ratio would be much better if the bypass started between Marialva and Sarandi. The southern bypass should be upgraded as well. Maringá's traffic is a mess and things will only get worse.

If that bypass was built as you suggested, it would be of no use for traffic on S-N direction.

The main traffic is on E-W anyway.

Brazilian cities are heading to a gridlock as the fleet increases at a double-digit pace in some places. Unlike the US, cities are fairly dense down here (and don't count with the comprehensive freeway network). And unlike Europe/Japan, transit system is way less developed.

Maringá is one of the best examples of that. A mid-sized metro area (772,221 inh. 2013), with 328,200 registered cars (2013, 27% growth over 2010) and a very thin transit system. They will not be able to handle such huge ammount of cars. The city of Maringá itself, already crossed the 500 cars/1,000 people benchmark.

One of the challenges, however, is expanding private investments and public-private-partnerships (PPP) opportunities across all infrastructure sectors, according to the bank.
