It definately looks like one of the smaller cranes (one of those which they typically use to dismantle the taller ones at the end)

Unless the crane can 'pop out' of the roof, it appears the bottom picture (older, left side glass not finished) has a crane, and the top picture (left side finished) there is no crane. Now, the winter picture shows both sides finished and something different on top.

considering there are basically no cars, yes i believe you are allowed to j walk in north korea. (not like the roads have much of a use other than to j walk on)

The pedestrians aren't jaywalking. They're on crossings indicated by the gap in the road markings. Note that the crossing halfway down the road is lined up with footpaths running through the lawns on either side.

During communism in Albania, that had the same problem (only Government owned vehicles), almost all the people run-over by cars/vehicles, were on inner city/other habitable places roads.

Nowdays that the roads are swamped with cars and traffic, it's the opposite (hardly anyone get run-over in inner urban roads)
