I've seen this guy post a few times on here. But here's a travel log that seems to give a good idea of what it's like to travel in North Korea:

I imagine one this hotel opens up, they will up the number of tourists that come into the country. Since they can be very controlling about where you stay, its not like you're going to go for the cheaper option and pick the Holiday inn instead.

At 321 metres (1,053 ft), the Burj al Arab in Dubai is the highest hotel in the world. So with or without spire, once the Ryugyong Hotel is finished, it will be higher.

dequal ,i think theres one in dubai called the rose or somethink, which is 333meters , please could someone comfirm this for us .

It is enough to leave the crane like spire and then the Ryugyyong will be the highest hotel in the world.
