I don't know if China is renowned for its hotel quality. But almost anything German is known to be top notch!
North Korea has been modernizing quite a lot recently, and effects from the famine 15 years ago are lessening. The introduction of Orascom and kempinski into their hermit country shows that North Korea is willing to incorporate a bit of capitalism into its economy, to survive. North Korea hit a gold mine with the offer from Kempinski hotels wanting to fill part of the tower.
I 100% support anything that relates to construction, modernization, and opening up of North Korea, if it means they will focus less on their nuke program. One of the big reasons for their strange behaviour are the economic blockades imposed on them, anyway.

Interesting article
It make more sense when I see them are going for a 150 room hotel at the top floors of the tower than the whole 1500 rooms. And that this is more of an opportunity for them to get a foot inside the market of NK in case the country will open up more in the future, than purely on what it is now.
But still, I wouldn't get in the same bed as NK.

Other companies or groups might use the rest of the rooms later as well, who knows. No supertall is ever full when it is just completed.

Unrelating to that, anyone who thinks this concrete is bad hasn't seen this one: just look at all that dirt and surface wear...

Skyscraper sin cos tan calculation = [(Total width - Reverse width) - Open-air width] / sin cos tan angle = Skyscraper height as compatible width.

A. sin cos tan angle 30 = 2.828 , 45 = 2.121 and 60 = 1.414

B. width 30 = x5 , 45 = 7.5 and 60 = x10

At this rate they aint opening up anytime soon.

Even if they do go through the similar reforms that Deng Xiaoping did in China that government is falling.
