Building it was a decision in the 80s and they probably did have plan to open it.

Maybe some day they'll release a mega update showing some finished rooms. I don't think they necessarily stopped work because kempinski withdrew. They started without them, after all.

They've built quite a few things since they completed the cladding, including a hospital, some university housing towers and a ski resort. So it's not like they can't afford to finish this.

All these except ski resort are a need rather than want

Given that the budget goes to the military more than half of their GDP, it would be hard to complete the interior of this tower. The furnishing would require huge amount of money if they aim for a 5 star international standard hotel with many rooms. The cost itself would be much more expensive than the construction of the cladding

Still can't help that think this is one of the most awesome-looking towers in the world, in the old sense of the word. It may not be pretty, but it does instill awe.

Actually only SSC forumers (like Kanto) claim it's never going to open. The fact of the matter is NOBODY really knows what goes on there. Orascom was supposed to finish the exterior and Kempinski wanted to rent several floors of this building so I guess it's structurally sound. You can find pictures of concrete curing in this very thread so they made sure it could be used later for commercial purposes. I'm not sure, however, how much of the actual concrete shell is going to be used. Maybe they want to rent the first 20-40 floors because the top isn't safe? Or maybe they will just make one elevator to the top for people to go there and admire the beautiful panorama of the city? Nobody knows except for North Koreans themselves. Besides, this hotel has 110 floors at just 330 meters, so the floors are going to be less than 3 meters, including floors and ceilings. Not many people can fit in, especially those tall Scandinavians

Yes it is the longest supertall to be under construction ever. But it is not the longest amount of time for any Tower. That Title goes to the 170 Meter tall; "Sagrada Familia". Which I'm glad so say will be finished in my lifetime!
