this is the South Korean EUCoC. Does this answer your doubts about the validity of this mythical report?

As for the building, I completely agree. There is no other building like this anywhere in the world. Of course it wouldn't be possible without the Soviets but still. I find it fascinating that back in the 80's they had been doing one of the biggest concrete(and not just normal concrete, see feasibility study on Ryugyong few pages back) pours back then. Construction method was also one of the first to use pyramid shape with three adjacent support sections.

To me the fascination quickly ends once I realize that the building was initially built from money, which because it was allocated to this building instead of food, was one of the causes of a cruel and deadly famine and once I realize that this building might very well be of very poor quality and purposely unsafe. Purposely because if the claims of poor construction methods are true, the builders of the building had to know about it, yet still progressed onwards as if nothing were wrong

That's simply wrong. The building was planned and started construction when the Soviet Union was still existing and NK had plenty trade partners, an okay economy and tourism prospects.
The famine started around '92 after the union broke down and NK was left without any trade and support, the main reason of the famine. They imported food from the union, which disappeared overnight. That's when also the construction stopped and the goverment became more strict.

Many don't know, but NK was for a long time much better off and had more perspective than South Korea, especially in the 60s and 70s. NK had all the industry and resources, and many engineers had top education in east Germany, while South Korea was just farmland and relied on massive investment from the west, especially the US.

Anyway, its a very complex topic.

Yes, that's what I said. Same as the South was suppported by the US and IMF, entirely, for a long time. So what?

Until the mid 70s there was perspective for the north. Later they screwed up and the breakdown of the soviets gave them the final killing stroke.

This hotel was mostly just meant for foreign tourists. Domestic tourism doesn't really exist there.

The luxurious hotel brand Kempinski was supposed to open 150 rooms within 2013, but they put the plan on hold due to the unstable political situation and the unpredictable government.

For me the Ryugyong hotel has an unique look so even if it failed in it's original purpose it has become a pretty impressive landmark for the city of Pyongyang which is some form of success.
