You are correct, unfinished structures are not included when determining the tallest building or structure.

I believe, when finished, it will be one of the most beautiful skyscrapers in the entire world. It has a smooth, symetrical design, and in the blue glass it looks as a giant space ship, that landed in the socialistic residental complex. Amazing.

Does somebody already e.mailed to Orascom media departement to have some news ? (It's seems that they have conglomerate wich is operate in Mobile in emergent countries, Cement and construction and hotel managment...).

Exactly!

First everyone claimed it would never get finished and it would collapse; its still standing and they are finishing it. Months ago people said it would only be cladded on one side; now we see they are cladding all sides. Then people started saying that its only the exterior and the interior would be empty... and now we are seeing that there’s work being done on the ground-level indication that the building will be used and wont be an empty shell.

Everyone is just saying things they don’t know, its like they don’t want it to get finished...

While what we're seeing certainly proves some of the people wrong it doesn't mean the entire interior is going to be finished and used. It does indicate that the entire exterior of the building will be finished and I'm quite sure that at least some portions of the interior will be used. I would bet that the ground-level areas they are working on and the top circular sections will be used but I'm not quite so sure how much of the rest of it will be used. I just don't think they have the need for that much hotel space.

It doesn't indicate anything, we just have to wait and see what happens. No point in claiming things, we don't (and can't) know what to expect. So far nothing went as expected and if theres one thing you can say about things happening in NK its that its very unpredictable, nothing is logic about the whole thing.

There was a tower in the movie Logans Run, inside the domed city, that looked like this tower. Anyone got a picture?

Here, Michael York is standing beside the one I am talking about, but you can't see the whole thing. I wonder if it was an inspiration for the designer(s)
