So what about buildings that have never been finish like planned but have been in use for many years now? If in a couple of decades they decide to finish it like planned, does that time count too?

I guess it would, but from what I've seen that almost never happens. Such buildings normally get finished with an extension in a totally different style, often added to another part of the original building instead of the raw undeveloped end.

Limited funds and painstaking construction methods are to blame.

But it should be done within 20 years or sooner.

That's just a fraction of the time it has been under construction, as it all started way back in 1882. Construction has also suffered many delays over the decades.

The Cathedral of St John The Divine in New York was started over 100 years ago and is not yet completed. It's hard to find money and skilled craftsmen at the same time. No doubt NK experienced the same thing here. I hope they can fully finish it all.

^ you most be brand new. I want put out the flaws or the age. But many things could be said about works of art.

A poured-concrete supertall is sheer madness. I agree it looks nice with the paneling, but you put makeup on a pig...still a pig.
