I don't think foreigners would be allowed in the hotel, at least not into the upper floors... the reason: you'd be able to see the whole city, ugly and poor parts included, and that's something the regime does never allow visitors to do.

I mean, they still have to have SOMEWERE to put the people who come there to film documentaries and such...not to mention the people they are pandering to for investment.
Their not NEARLY as independent as they'd like to be.
