I think the re-decoration of this hotel is more for aesthetics. I highly doubt even 20% of that building is furnished.

I myself work in buildingindustry. For the building as a total I guess this is one of the safest buildings. The fact that the structure was unprotected for some decades doesn't have to be a big problem. Concrete can well resist the elements of nature. We build a lot of unprotected concrete. The quality of the concrete will be less then we are used to, but as long the rebar stays protected from rusting, everyting will be fine. And as a fact, good concrete will get stronger in time......
.....but bad concrete can destroy itself (for example due to big temperaturegradients) So time will learn......

stevesteve has posted photos of the Ryugyong that he took earlier this month. Considering North Korea's isolation and the very tight restrictions it places on visitors, these are as recent and as detailed as can be expected.
