Both the roundabout and the interchange on the left are finished apart from road markings (you need warmer weather for that). I also made a simple map about the developments on Tallinn bypass: https://drive.google.com/open?id=1eD...Jw&usp=sharing

Not yet, the Road Administration usually holds a press conference for upcoming roadworks in spring (last year in April). Nothing much happens before that anyway.

What we do know already is that works will continue on Tallinn bypass (the details of which can be seen in the map in my previous post).

Other projects U/C that will be finished in 2017:
  • Two 2+1 sections on road nr.4/E67: Ääsmäe-Kohatu (9.2 km; Location and Sauga-Nurme (2km; Plan).
  • Sillamäe interchange on road nr.1/E20. Plan
Projects that will (or at least should) start in 2017:
  • Kose-Ardu 2x2 road on road nr.2/E263 (12.7 km). Plan,
  • Annikvere-Neanurme 2+1 widening on road nr.2/E263(roughly 4 km, not sure exactly).
  • 3rd section of Tartu Eastern bypass. Plan
  • Väo interchange between Tallinn bypass and road nr.1/E20 is a bit of a question mark. The planning process and different disputes have dragged on for years now but it seems they are finally resolved. Fingers crossed. Construction would still take 1.5-2 years, though.

Ok, here we had the conference exactly two weeks ago.

This week a tender was announced for another section of Tallinn bypass for km 6.0-9.7. It should be completed in 2019.

I also updated my map.

The average traffic density rose by 4.5% in 2016.

Vehicles over 12m in length
Vehicles over 12m in length around Tallinn

What's quite astonishing is that the percentage of lorries on the southernmost point of Via Baltica is basically 40%.

High truck shares are not uncommon near border crossings, especially if there are no larger towns nearby that would generate cross-border shopping traffic.

Even in the Netherlands there are three motorway border crossings that have a 40, 41 and 42% truck share.

Road enthusiasts like us often overestimate the use of person cars in long distance travelling, as well as the amount of travelling itself.

There aren't really any major cities between Pärnu and Riga, and the distance between Pärnu and Riga is considered quite long by many. So, when travelling, many people choose public transport.

Today a tender was announced for the construction of a dual carriageway on road nr.2/E263, km40.0-52.7 between Kose and Ardu. This is the first part of a three-part construction plan to extend the dual carriageway from Tallinn all the way to Mäo by 2022.

The construction period for this section is 3 years so it should be finished in 2020. It will feature an interchange near Kose-Risti, an ecoduct and a "level-crossing" for wild animals with sensors and variable messages signs to reduce the speed limit when animals are crossing.

Interesting to see that trees have already been cut out for the new alignment.

The list of roadworks for 2017 is now out. What I need to add to this are:
  • Valmaotsa-Kärevere 2+1 widening on road nr.2/E263 (7.4 km).
  • Construction of Väo interchange will apparently not start in 2017....
  • Construction of collector roads and reconstructing intersections at the border of Tallinn on road nr.4/E67. Location scheme: https://www.mnt.ee/sites/default/fil...koha_skeem.pdf
  • Construction of Ardu-Võõbu 2x2 section on road nr.2/E263 should start by the end of 2017 (11.5 km in length).
If we assume that the construction of Juuliku interchange on Tallinn bypass won't be finished before Ardu-Võõbu section on E263 starts, we will in 2017 at some point have under construction:
  • 38.2 km of 2x2 highways.
  • 22.6 km of 2+1 roads.
I'd say that's not bad at all.

The whole map of roadworks is below or in a PDF here:
  • Construction projects
  • Reconstruction projects
  • Resurfacing paved roads
  • Chipsealing
  • Paving unpaved roads
  • Reconstructing a dangerous spot
  • Reconstruction/repair of bridges
  • Noise prevention and envrionmental projects
[It's a terrible map, I know.]

Only English here

Chipsealing seems so prevalent, especially in Saaremaa because of the very poor and confusing representation of data in this map. That being said, it's still very popular because of its low cost.

So in the end, which variant of the interchange was approved?

This one. If the link doesn't work, try the official (overly complicated) detail plan: https://tpr.tallinn.ee/Link/File?id=260964

The design of this interchange has been criticized by pretty much every road engineer in Estonia for being overly complicated and even unsafe for including local access to an interchange between two state highways. Unfortunately, Tallinn city government has the upper hand in this and they get to decide.

At least they added a separated right turn from Tallinn bypass to road nr.1/E20.

Looks very strange and not quite professional. I marked two points on the roundabout where the risk of accidents will be high.

Then there is a parking space at the SE sector. Where is the exit route to the south? Around the roundabout?

The junction lies close to Tallinn downtown. It is quite common need to include access roads to the local streets in such situations. Because they potentially increase the complexity (and thus the accident risk level), they should be planned more carefully than standard junctions.

Yeah, interesting that the project does not feature the same access the other way around, since IMO it is one of the main key points on why this interchange has to be rebuild. More mature variant was the first one that I saw:

Of course, this one looks more practical and safe, but then again more expensive. So it's understandable that the project got downgraded by the authorities.
