Oh nice, didnt know. So that means that the whole Ludza-Zilupe stretch will be completed this year? Or is there still something missing?

Yes. After opening the whole route is going to be 32,7 km long and shorter by 1,3 km than A12.

There is some time left till spring and we can talk only about winter maintenance works. Any comments on that? Do you think that roads are clean enough?

Considering the limited fundings i think they are doing a pretty good job.

So do I.
A person who was in Norway last week said that roads there are worse than in Latvia. I can understand that - salt doesn't work in such low temperature. Probably broken stone pieces is the only way to fight against slipping.
But reporters usually compare Latvia to Norway or Sweden - how clean roads are there and how bad here. Like always in Latvia...

By the way i heard that LVC dosent have enough road cleaning machines, can anyone confirm?

Probably LVC doesn't own any machines. This organization only orders maintenance works but almost everything is done by LAU (Latvijas autoceļu uzturētājs).

Afaik, V roads arent signed anywhere, even on most maps.

I'm Norwegian and the roads here are extremely bad, often because of difficult terrain (mountains etc.). Since Google Street View is available in most of Norway you can check it out, the only decent roads are generally in the Oslo area, even those are bad compared to those in rural regions in Sweden (not to mention urban areas).

IMO Latvian roads seem better than Norwegian ones.

There are two types of road quality;

1) design standard
2) maintenance

For example, Latvian roads can have better design standards (allowing higher speeds and shorter travel times), while Norwegian roads may be better maintained.

Most of Latvian roads are built long time ago and then high speeds and driving safety wasn't so important. AADT was quite low and cars weren't fast too.

Road signs are only for A (main roads), E roads (main roads that are part if some international network) and P (regional roads). Local roads (V) don't have any road signs.
Like makaveli said, usually they don't have markings even on maps.
Should I use them? It depends on situation. As they are LOCAL roads, probably traveller from Estonia to Lithuania has no need for them. If you wan't to go to a lake far from main roads then you will use regional and local roads too.
Most of them are without pavement but it doesn't mean that they all are bad.

The Minister of Transport today announced that Latvian roads will recieve 270 mio LVL funding for 2011. He also said that this and next year there will be reconstructed over 600 km of roads (A and P roads together with town streets). Main improvements this year will get A8 Riga-Lithuania and A10 Riga-Ventspils.

€ 385 million. The equivalent of 40 km new motorway. I didn't know the Latvian Lat was valued that high, by the way.
