I think it is this:

Chinese hi-rise and supertalls tend to space out floor heights and horizontal placement of ground level supports, in an effort to act as wave suppressors in the event of an earthquake. The entire building is a baffle designed to suppress harmonic vibration.

Compare this to the ESB which has evenly spaced girders and beams throughout. This would be bad if you hit it with a lot of energy from an earthquake as you rely on brute strength to keep the building together.

The oddly spaced beams/floors/openings absorb and dissipate the energy.

Has this project or any other in Guangzhou been affected by the sea sand controversy down in Shenzhen? According to my understanding, the contractors involved were in multiple places in the province...
