Just as I expected, the core had been slow because of the current mech level. It should catch it's normal speed now, but should slow down again 12 floors up as it will then reach the first setback and a double mech floor.

not going to happen. CTF is over 200m already and J2 is only going to be under 320m, how could it catch up until then, that's not even half a year for CTF to be taller than J2 will ever be.

And adding to this the core of CTF is almost at 300 meter, so I don't think it will be possible for J2 to catch up since there are not any more mech floors to slow down the core for atleast 12 floors. And by the time it hits the next mech floors it will be at the 1st setback at ~345m.

Pertaining to VRS' question, is he talking about what floor the picture was taken from? Or what floor CTF is at in the picture, it's a somewhat old picture as the core was just above the large mech level. But I don't know the name of the building that the picture was taken from.

The black on behind it is the "Bank of Guangzhou Tower" at 268m. The one infront of it that has different blinds everywhere is the "R & F Profit Plaza" at 173m. Hope that helps.

I think he meant not the one with many blinds but the one left from it ('with the Chinese writing').

To me it looks like some of the windows are open. Usually windows won't open on tall office buildings but nowadays it seems to be more common. I would guess this is a way of turning more 'green' or simply saving on electricity to power air-cons when weather conditions are suitable. Especially on higher floors where air is cooler and there are conditions for crosswinds.
