Perhaps this has been hit upon elsewhere but I'm surprised more people didn't jump to comment about this opinion/concept.

First off, it sounds like the intent is not to deny anything taller than 1,000' but simply give it an extra layer of consideration. Given the extent and scope of some development review procedures, especially abroad in places like London, the idea isn't wholly without merit. The devil, as always, lies in the details and the actual application.

More importantly it begs the question about both the consideration of public interest in the structural and the aesthetic aspects of private development. On the surface the idea of needing to give supertalls extra consideration seems superfluous, but such thinking also was raised regarding the original tenemant housing and early skyscrapers, giving birth to regulations for windows and setbacks we think of as common sense today.

Yes, the idea that any singular tall building could be detrimental to a city for shadowcasting is quite silly. But what if such heights become the norm? (Warning: Hyperbole ahead!) Most sci-fi movies featuring mega-cities with uber-tall structures generally depict the bottom street life as a literal underbelly of society. The dregs that wealthier folks increasingly look to leave behind. Such visions begin somewhere, no?!

In all seriousness a prevalence of such structures could begin to impact plant viability in parks and at times may create negative and/or volatile changes in property values. Maybe special circumstances need not be given to supertalls, and I certainly don't think we need an architectural review panel just for tall buildings, but the overall appraoch to managing skyscraper development must be evaluated to ensure it's ready for envornments dominated by ever taller designs.

I've always thought with the north facing facade it looks like a shard of ice compared to the 'waterfall' effect on the eastern and western facades
