I am not sure what they are called. But I doubt that they are used because of their adjustability. (BTW, do you have any close-up pictures of them? Just wondering what they look like)
Usually in the big commercial buidings with central air-conditioning the flow of the air is controlled by a system of thermostats. More of the air flow will be directed toward the thermostats that need more cooling, and the flow will be reduced (or shut off) to the areas where it is already cool enough. Otherwise manually adjusting each vent would be too much work. Adjusting each thermostat to a desirable temperature is much easier.
