The only thing I know about Ruse'2009 is the state subsidy which is EUR 27.7 million.

Last year the overall city budget was EUR 50.25 million but I don't know how much of it was state subsidy and how much of it were municipality income.

Such amount looks ridiculously small to me for a major bulgarian town. I suspect it is the same with the others in top 5 excluding Sofia...

Last year the budget for Stara Zagora was around 85 mln. leva...so yeah, basically our cities' budgets are offensively low and insufficient.

I was wrong... it is the same in Sofia. My very basical and primitive calculations show that the amount of budget funds per citizen in Sofia is 1,16 the budget funds per citizen in Ruse (based on the data about citiy budget and population of Sofia and Ruse for 2008), and 1,09 the budget funds per citizen in Burgas.

For me this is a quite sad picture...

Municipalities need more money...it is ridiculous how the government cannot put its priorities in place...did you guys heard today's news? AGAIN delay with Trakia...I mean I understand that in their selyandurski heads they simply cannot see the usefulness of building of proper infrastructure (country wide and urban)...but if I was a corrupted Bulgarian politician, I would lobby for better infrastructure because in this way the money that this investment will bring in the long run, would be even larger than the current stotinki that they are fighting for...even though it is a dark way of seeing it, it would actually make them finally build this freaking highway...

The only thing that I found about Varna is that the budget for 2009 is bigger than the one for 2008 which was 227,5M lv.

Why are you so concerned about the low city budgets..when even the tiny ones aren't used the right way. There's no guarantee that a bigger one means more projects. The problem here is with the use of the budgets.

I know, it looks strange, probably they sold lots of municipal land.

nothing strange. have you looked at property taxes lately? laughable.

our municipal budgets are not based upon real estate but upon consumption taxes and delegated by the national bodies.

the budgets are also not absolute, meaning the money in the budget is anything but all the money that will be attributed to a certain locale.

It's not true. I can't imagine something happening somewhere despite the local government.

Yeah with the tiny detail that the key "oblasten upravitel" position is appointed by the government.
