Thats because there is mammoth Terminal T3 under construction which should be ready by may next year and which will be an intergrated terminal catering to both International and Domestic flights.
Once that starts functioning this terminal TD1 will only be used for Low Cost Carriers (LCCs) which normally do not use the jetways 'cause of the cost involved. Hence they were not built into this terminal.

Those who have not been following the New Delhi airport modernisation plans are likely to be confused by the pictures. There are two new terminals in question . One is T1-D, which is currently one of the two domestic departure terminals, along with T1-A. T1-C is the domestic arrivals terminal.

However, this is a temporary arrangement. In March-April 2010, the integrated terminal T3 will open, whereupon all but the low cost carriers will move there. Despite looking fairly spacious, T1-D is tiny - just 35000sqm.

T3 is a *much* bigger terminal, about 530000sqm, with 250 checkin counters, about 70 gates/bridges and 35-37M annual passenger capacity. It will be the first of three phases, altogether adding up to ~105M passenger capacity by 2025. The current international terminal (T2) is too small, with around 12 jetbridges, and will be shut and removed when T3 opens.

I can hardly believe that terminal is in India! Its great to see that the country is investing in quality built infrastructure, its about time!
