Yesterday I spotted a car from Latvia in Arad, Romania. Usually I see just 1 or 2 per year...

sorry for the picture quality, but the intense sun was reflecting my dashboard on the windscreen

Self-made one. And what's strange - number is originally from former Łódź voivodeship, but on the frame there's Goleniów - town in former Szczecin voivodeship, ~350 km far. And that frame is certainly younger than number.

Nevada plates with red letters are souvenirs only. You can order them on DMV for 15 dollars

The car also had a Swedish plate on the rear. It's common to see US plates without validation stickers in Sweden.

I saw a pre 2004 plate from Slovenia, still common

A Hungarian personalized plate: 5 letters, one digit. This is the most expensive, around € 1500,- (Less expensive personalized combinations are 3-3, or 4-2 letters/digits).

... and the story behind: according to press, this Rolls Royce Phantom belongs to an ex CEO of a main Budapest parking fee collecting company that has been using highly questionable practices of ticketing ordinary people an their cars. Now he is expected not only to pay for wheel clamp removal, but also for entering that part of the inner city without a valid permit for the car.
The former Socialist is also said to have tricked around with decorating the car with diplomatic flags because of a claimed Central African Republic diplo passport. However, without being listed as diplomat and with no diplomatic plates on the car, nothing prevented him from being fined.
