Is the spare blue a space to put the EU-stars in case serbia joins the EU?
Example:

Yes, when they join the EU they will put the stars on the euroband. The same is for the NIH and MNE plates.

Do I read correctly, that new Serbian plates uses 'Ć' as a series letter? The plates on the left clearly display KV 010-EĆ, KV 010-FĆ, KV 010-GĆ ???

We don't use Č, Š, Ž on plates. So Krško isn't KŠ (KR is already bigger Kranj), but KK.

On January 3rd, 2012.

The novelty is a Registration sticker, too, which will be placed on the windshield:

As I read on Serbian newspaper, they are issuing new driving license and carregistration certificate, which comply with EU directives. In fact, the car registration certificate is based on the last directive and for now only two EU members have issued it, that is Slovakia and Austria.

How is a new Serbian plate for motorcycles look like?

And what plates do they use now for American cars in Serbia? The old ones was small and was possible for American cars too, because the size was quite similar to American size. But what sort of plates do they use now for American cars in Serbia if someone have that? Do they have new Serbian plates with American size?

These are new driving and registration licenses:

I like the card format car registration certificate. What kind of information does the chip store? Validity of vehicle inspection or insurance?

The chip store all the information about the car and about insurance and technical inspection.Unfortunately this directive still let each EU member country to choose between this model or the old paper format. Moreover this is chip card is the 1st part of the certificate, the 2nd part is a paper that you keep at home.

in Hungary we have this big paper registration certificate:

the technical inspection is on the back side, written with pen:

and what you keep at home, the car ownership booklet is a card :

which you need only when you sell your car...

It makes much more sense to carry a card with you and keep a paper at home
